According to a previous report by Pengpai News, due to being rejected for love, on December 9, 2022 at around 17:00, a man named Huang Mounan from Zhanjiang stabbed and killed his former female colleague Chen Mouping in the street. According to the indictment, the deceased Chen Mouping was stabbed a total of 16 times. After killing Chen Mouping, Huang Mounan had planned to kill three other former colleagues, but was persuaded by his family to stop the crime and surrender himself.

On May 22 this year, the case was heard in the Zhanjiang Intermediate People's Court in Guangdong. In the afternoon of that day, the Zhanjiang Intermediate People's Court made a first instance judgment: Huang Mounan was guilty of intentional homicide and sentenced to death. According to Chen Mouping's family, Huang Mounan appealed in court after hearing the first instance verdict.

According to the first instance verdict, the testimony of Huang's relatives shows that Huang has no physical or mental problems, and his family has no genetic or mental illnesses.

According to the indictment, after leaving the hotel, Huang Mounan continued to harass Chen Mouping and threatened her personal safety. On July 28, 2022, Huang Mounan stopped Chen Mouping, who was riding an electric bike home, and threatened Chen Mouping with a knife to become his girlfriend, but Chen Mouping refused. Huang Mounan wanted to stab Chen Mouping with a knife, but due to the dissuasion of colleagues and passersby present, Huang Mounan had to give up and leave.

According to the screenshot of the chat, after being threatened by Huang Mounan, Chen Mouping and her friends said during a WeChat chat that they had "reported the incident to the police.". Chen Mouping also said that when Huang Mounan pulled her shirt, she saw a knife and felt very scared. Fortunately, a colleague helped out. "He threatened me before to be his girlfriend. But I didn't chat with him at all, there was no relationship."

Regarding Chen Xiaoping's experience of being threatened this time, her sister Chen Yongqi said that she couldn't bear Huang Nan's entanglement. Chen Xiaoping once blocked Huang Nan's WeChat account, and Huang Nan came to stop Chen Xiaoping and requested to add her back to WeChat; After the incident, the hotel where Chen Mouping was located reported to the police.

According to a previous report by China News Weekly, the person in charge of the hotel personnel department where Chen Mouping worked before her death stated that after learning that Chen Mouping was threatened with a knife, he arranged for relevant personnel to comfort the employees while contacting the police station to report the situation. "Because I don't know the detailed process and the conditions are not met, I can only report the situation to the police station leader. Later, the leader also replied and indeed went to the suspect's home."

Chen Yongqi said that a few days later, the hotel leadership gave them feedback that the police had been to Huang Mounan's house, but Huang Mounan was not at home. They then reminded Huang Mounan's family a few words. Throughout the entire disposal process, the police did not contact Chen Mouping and her family, did not make any records, and did not provide any alarm receipts.

According to the family of Chen Mouping, in the first trial on May 22, the prosecutor also mentioned that on July 28, 2022, after Chen Mouping was threatened by Huang Mounan with a knife, the hotel reported to the police. At that time, the police went to Huang Mounan's house and saw his sister.

The police deny inaction, and family members file for reconsideration

After Chen Mouping was murdered, her family believed that there were issues with the local police's handling of the July 2022 alarm, and therefore reported the situation to the relevant departments. On December 20, 2022, the Zhanjiang Public Security Bureau issued a "Notice on Transfer of Petition Matters", which showed that Chen Mouping's family reported that the suspect Huang Mounan had threatened Chen Mouping with a knife on July 28, 2022. At that time, he had reported the case to the Shawan Police Station of the Chikan Branch of the Zhanjiang Public Security Bureau, but the police station did not summon the suspect in accordance with the law, resulting in Chen Mouping being killed on December 9, 2022. The family believes that the police station is suspected of inaction and demands that it be dealt with in accordance with the law. According to the leadership instructions and the principle of territorial management in the Regulations on Petition Work, the Zhanjiang Public Security Bureau has transferred it to the Chikan Branch of the Municipal Public Security Bureau for lawful verification and handling.

The family could not accept it, so they submitted an administrative reconsideration to the People's Government of Zhanjiang City. On June 25th of this year, the People's Government of Zhanjiang City issued a Notice of Acceptance of Administrative Reconsideration, indicating that it has decided to accept the administrative reconsideration.
