According to reports, at the EU summit held in Brussels, the 27 EU member states only reached an agreement on a vague statement of intent regarding "future security commitments.". All countries pledged to continue to fully support Ukraine, but exercised restraint on whether to provide security guarantees for Ukraine after the end of the Russia-Ukraine conflict.
The ambiguity in the wording of the summit statement regarding security commitments is related to the attitudes of countries such as Austria, Ireland, and Malta. They are not members of NATO and hope to maintain military neutrality.
Austrian Prime Minister Karl Nekhamer said on the issue of security guarantees that as a neutral country, Austria is well aware that it cannot provide security guarantees in this way.
According to reports, during the summit, German Chancellor Scholz said, "Our goal is not to change the regime in Russia. Our goal is to pursue Ukraine's independence." He also said, "Any attack on NATO territory is a problem that we will jointly address."

When asked about the security guarantees that Ukraine may receive after the war, Scholz said, "We countries have promised to do something for Ukraine in terms of security in the future."
The report also stated that EU countries are concerned about the possibility of Wagner Group transferring Russian mercenaries to Belarus. Eastern countries such as Poland, Lithuania, and Latvia are concerned about the security of the EU's external borders.
Latvian Prime Minister Krishyanis Kalinsh said that an unknown number of well-trained soldiers may be stationed in Belarus, which could pose a threat. He said, "They may try to infiltrate Europe with purposes we are not aware of. This means we need to pay special attention to the borders and ensure that we can control them."
