Beijing Fangshan Refusal Ma River Dangerous Situation Disposal.
At 11:00 on August 1st, a dangerous situation occurred in the Juma River in the north of Fangshan, Beijing. The Natural Disaster Engineering Emergency Rescue Center of the Emergency Management Department dispatched 71 professional rescue forces, including water conservancy experts and heavy machinery operators, in accordance with instructions, carrying 31 sets of equipment to carry out shore slope rescue tasks in a timely manner. They adopted the strategy of "road maintenance, slope protection with head wrapping, and advancing and occupying" to overcome adverse conditions such as continuous rainfall, muddy roads, and humid and hot environments. They worked together and carried out orderly operations. By 7:00 pm on August 2nd, they had repaired a total of 92 meters of roads and occupied 40 meters of T-shaped dams. After 15 hours, the dangerous situation was successfully disposed of.

At 22:00 on August 1st, a dangerous situation occurred 800 meters upstream of Dongci Village on the left embankment of Baigou River in Zhuozhou, Hebei. After the occurrence of a dangerous situation, the Natural Disaster Engineering Emergency Rescue Center of the Emergency Management Department immediately activated the emergency response mechanism, and simultaneously mobilized 207 technical experts and heavy machinery operators from Beijing's North Jumahe and Daxing District backup points, as well as from Hefei, Wuhan, Chongqing, Chengdu and other directions. They carried 114 professional equipment such as power pontoon bridges, mechanized bridges, 3D laser scanners, and underwater measurement ships to rush to the disaster site to undertake tasks such as road clearance, main embankment reinforcement, and cofferdam filling. According to the strategy determined by the expert group of "road clearance, main embankment protection, cofferdam occupation, and breach sealing", the rescue team worked tirelessly for 26 hours day and night, clearing a total of 2000 cubic meters of silt, filling 9102 cubic meters of stone, reinforcing more than 1300 meters of riverbank, constructing 140 meters of cofferdam, and sealing 16 meters of breach. The rescue mission was successfully completed at 12:00 on August 3.

Disaster is a command. Multiple collapses and landslides have occurred on the 27 kilometer section of G234 National Highway K315-K342 from Tanzhesi Town to Wangping Town in Mentougou District, Beijing. This has caused water, power, and communication facilities in towns such as Wangping and Yanyi to be interrupted, making it difficult to restore them in a short period of time. The disaster victims face difficulties in providing assistance and transporting materials. After receiving the report, on August 2nd, the Natural Disaster Engineering Emergency Rescue Center of the Ministry of Emergency Management immediately dispatched 20 professional rescue forces and 33 main combat equipment to the scene. After on-site investigation and comprehensive analysis, they adopted the strategy of "leapfrog advancement, multi-point operation, emergency excavation to ensure safety, and reinforcement to eliminate danger". They successively cleared the road "blockage" caused by landslides, dredged the river channel, and seized the life passage to the isolated island in the disaster area, providing strong support for the transportation of materials and the restoration of production and life in Wangping Village.
In Bazhou, Laishui and other areas of Hebei Province, the Natural Disaster Engineering Emergency Rescue Center of the Ministry of Emergency Management leveraged its technological, equipment, and expert advantages. From August 3rd to 5th, a total of 122 professional backbone personnel and 82 equipment were deployed to undertake tasks such as embankment patrol, technical guidance, and on-site monitoring. A total of 23 dangerous points on river embankments were inspected.

In order to support the flood prevention and disaster relief work in Tianjin, the Natural Disaster Engineering Emergency Rescue Center of the Ministry of Emergency Management scientifically coordinated the standby forces, and drew 240 professional experts and heavy machinery operators from Beijing Daxing and Hebei Zhuozhou standby points, carrying 134 professional rescue equipment such as power pontoon bridges, mechanized bridges, pile driving ships, 3D laser scanners, and underwater measurement ships to Jinghai District, Tianjin. At present, a forward command post has been established relying on communication command vehicles to analyze and judge flood and disaster situations 24/7, research and deploy prevention and response work, organize research on war strategies, and develop various water hazard contingency plans. In response to potential hazards such as piping, overflow, and breach, a team of experts has been dispatched to the relevant river channels for on-site survey and measurement, and professional guidance and training have been provided to the patrol personnel.
