On August 15th, at an intersection in Chaoyang District, Feng ran a red light while driving an electric tricycle, collided with an electric bicycle, and then drove away. The police arrested Feng on August 17th. This person has now been administratively detained in accordance with the law.
At 11:52 am on August 15th, Feng drove an electric tricycle to the intersection of Anding Road and Anyuan Road in Chaoyang District. Ignoring the red light, he forcefully passed through. During the process of running the red light, the front of the vehicle collided with a normally running electric bicycle, causing both the rider and the boy on board to fall to the ground and be injured. Feng also fell out of the bike. And this tricycle is still in autonomous mode, continuing to run to the left. Feng got up to chase the car, jumped on it, but did not press the brake. Instead, he ran north along Anding Road and fled the scene.
After receiving the accident report, the Chaoyang Traffic Detachment immediately launched an investigation. Due to the lack of license plates and no markings on the body of the tricycle involved in the accident, investigators began to retrieve road surveillance footage of the direction in which the electric tricycle was coming and going, and conducted visits and investigations at the same time. The investigators found that the driver first came to a shop to deliver meals, then drove to the intersection where the incident occurred and hit and ran, then traveled all the way from Chaoyang District to Kexing Road in Changping District, and then the surveillance clues were interrupted.
The task force continued to dig deeper. Based on the clues of the vehicle's movement, on August 16th, the police visited the departure point of Xiba Henan Road where Feng had briefly stayed before the incident. They found the shop where he delivered meals, retrieved surveillance footage from inside and outside the shop, and asked the staff of the shop. It was found that Feng was a daily delivery person for the shop.
On the morning of August 17th, the task force deployed police forces to ambush and guard inside and outside the store. After Feng appeared while driving an electric bicycle, the police successfully took control of him at 11:44 am. Faced with the police officers who came to arrest, Feng immediately admitted to the illegal fact of hit and run. He said that because he was worried that continuing to drive the electric tricycle would be caught by the public security organs, he changed to riding an electric bicycle to deliver meals the next day.
After investigation, it was found that Feng was an employee of a restaurant in Changping District. On the day of the incident, Feng fled in a car and returned to the restaurant all the way. After Feng was arrested and brought to justice, the task force seized the unlicensed white electric tricycle that caused the accident on the south side of the restaurant. According to judicial appraisal, the tricycle is a motorcycle and belongs to the category of motor vehicle.
Various pieces of evidence show that Feng has committed four illegal acts, including "driving without permission, violating traffic signal lights, driving an unlicensed motor vehicle on the road, and driving a motor vehicle to escape after an accident.". The Chaoyang Traffic Detachment imposed a fine of 2700 yuan and an administrative detention of 19 days on him in accordance with the law, while recording 36 points on his driver's license. Feng bears full responsibility for this traffic accident.
