The company does not have any affiliation or equity relationship with the Economic Research Institute of the National Development and Reform Commission, nor does it have any investment, cooperation, or business relationship. All actions of the company have nothing to do with the Economic Research Institute of the National Development and Reform Commission. The Economic Research Institute of the National Development and Reform Commission shall not bear any legal liability in accordance with the law.
2. On July 20, the official official account of the State owned Assets Supervision and Administration Commission of the State Council (SASAC) "SASAC Xiaoxin" issued the Solemn Statement of the Research Center of the State owned Assets Supervision and Administration Commission of the State Council (SASAC). The SASAC Industrial Development Co., Ltd. falsely used the name of our company to register our company as the sole shareholder of its company, and may have forged the legal person certificate, seal, signature of the person in charge of our company, and carried out illegal activities in the name of our subordinate enterprises. China Huarong stated that the company has never engaged in the above-mentioned business, and its employees have never contacted investors and the public through the above-mentioned website. The company reserves the right to pursue legal responsibility against any unit or individual who engages in illegal activities in the name of the company and damages the company's reputation. China Ordnance Industry Group Co., Ltd., China Three Gorges Group Co., Ltd., and China Aviation Industry Group Co., Ltd. have all stated that criminals have falsely used the identities of company leaders and cadres to engage in fraudulent activities through SMS, WeChat, and other means, and have reported the case to the public security organs.
The China Central Depository and Clearing Corporation (CSCEC) has issued a statement stating that recently, some citizens have complained to the market supervision and management department that illegal elements have forged the "National 12315 Platform" APP using their company name, released false information on joint processing of education refunds with the Ministry of Education, and engaged in investment fraud through channels such as the "Real time Payment Management System".
China Securities Depository and Clearing Corporation Limited has issued a statement stating that recently, some criminals have been using the name of China Securities Depository and Clearing Corporation to induce investors to download untrusted apps called "Service Center" and "China Securities Depository and Clearing Online", impersonating employees of China Securities Depository and Clearing Corporation, forging company seals and documents, falsely claiming to "refund tuition fees" through "investment securities appreciation and cashback", and deceiving the public into transferring funds to carry out fraud. This behavior seriously infringes on the reputation of Chinese settlement, constitutes infringement, causes adverse social impact, damages public interests, and is suspected of criminal offenses.
CITIC Group also exposed a list of 18 "fake CITIC" companies in early July. CITIC Group announced that it has detected illegal individuals who have registered its subsidiaries Beijing CITIC Enterprise Management Co., Ltd. and Beijing CITIC Enterprise Project Management Co., Ltd. as shareholders through forging official seals, signatures, and other means.
After verification, it was found that the relevant companies were established by criminals in the name of Beijing CITIC Enterprise Management Co., Ltd. and Beijing CITIC Enterprise Project Management Co., Ltd. by submitting false materials and concealing facts through fraudulent means.
CITIC Group stated that CITIC Group and its subsidiaries have no affiliation or equity relationship with related companies, nor any investment, cooperation, or business relationship, and all of their actions are unrelated to CITIC Group and its subsidiaries.

According to China Fund News, the frequency of fake APP fraud is also relatively high. For example, on June 12, the official website of China Development Bank released a news that recently, CDB Infrastructure Fund Co., Ltd. noticed that criminals used the Internet and mobile terminals to spread a financial APP called "CDB Infrastructure" to carry out illegal financial activities in the name of the company.
On June 8th, the official website of COMAC issued a stern statement stating that there have been illegal individuals impersonating COMAC to develop an APP program called "Big Aircraft" and publishing false investment and financial projects such as "COMAC Small Options", "COMAC Stock Options", "ARJ21 Private Fund", "C919 Private Fund", and "CR929 Small Fund".
Multi departmental proactive action
According to China Securities News, in the context of frequent cases of counterfeiting of state-owned and central enterprises, in addition to actively cracking down on counterfeits by state-owned and central enterprises themselves, multiple departments have also taken decisive measures.
On the morning of July 12th, the State Administration for Financial Supervision and Administration issued a risk warning on preventing fraudulent activities under the guise of financial supervision, reminding financial consumers to be vigilant, enhance their anti fraud awareness and identification capabilities.
Previously, the State owned Assets Supervision and Administration Commission of the State Council announced the third batch of 295 counterfeit "central enterprises" in April, clarifying that the relevant companies and their subsidiaries at all levels are all counterfeit state-owned enterprises, with no affiliation or equity relationship with central enterprises, nor any investment, cooperation, business or other relationships. This is the third time in the past three years that the State owned Assets Supervision and Administration Commission has announced the list of fake central enterprises.
Experts say that counterfeit central state-owned enterprises usually have similar characteristics, such as short establishment time, frequent changes in shareholders, and various related risks, and relevant information cannot be found in the SASAC system.
According to the Securities Times, these counterfeit central enterprises use false identities to wander among local governments, enterprises, and financial institutions, use forged information to obtain resources, and evade operational risks to obtain high profits. Once a project is blocked, its potential risks are incalculable. Illegal fundraising may lead to property losses for the public, and companies investing a large amount of resources may not yield any returns. These risks may even be transmitted to the capital market, disrupting financial order.
From public information, it can be seen that many pseudo central enterprises used to register similar names, making the outside world think they were related to central enterprises. However, now more criminals take risks and directly provide false business registration. A frontline staff member from a local administration for industry and commerce told reporters that the cost of illegal registration of counterfeits is currently very low. After being discovered, the high cost of investigation and inadequate accountability are all pain points in cracking down on infringement and counterfeiting.
