Recently, there has been a wave of discussion surrounding the construction of makeshift hospitals. Pengpai News has noticed that many places have expressed their opinions on the departure and retention of those makeshift hospitals.
For example, the Health Commission of Changshou District, Chongqing recently responded to the "Suggestions on the Stay and Stay of Fangcang Hospitals in the Post Epidemic Era" by introducing that the Changshou Xiaoyan Health Station project has a total investment of about 30 million yuan and can provide about 1500 beds. The ownership and construction unit of the factory are both Chongqing Yingdi Group, and the renovation was completed on November 24, 2022. According to the unified arrangement of the district epidemic command center, the district health commission will organize the Traditional Chinese Medicine Hospital to be responsible for the medical operation and management of the cabin. During the special period when the COVID-19 was raging, the use of shelter hospitals effectively curbed the spread of the epidemic, saved the lives of many infected people, and played a vital role in the epidemic prevention war. Now, as the haze of the epidemic situation in China gradually dissipates and COVID-19 infection is subject to "Class B and Class B management", the shelter hospital in our district has stopped serving and is currently idle.
The Health Commission of Changshou District stated that, as a member of the Chinese People's Political Consultative Conference (CPPCC) pointed out, makeshift hospitals are centralized isolation products during the epidemic prevention and control stage. The makeshift hospitals that the country has invested a large amount of funds to build have a gap period as the epidemic gradually recedes and national policies change. In order to avoid resource waste, "decommissioned" makeshift hospitals need to continue to be used scientifically and reasonably. After repeated research and discussion, the district health commission will coordinate the allocation of medical equipment, beds, equipment, consumables, and daily necessities based on the actual situation of public medical institutions in each street and town, in order to maximize the utilization rate of medical recycling and reduce idle and expired damage, in order to address the remaining medical supplies and some infrastructure in the other party's cabin. At present, the work has been basically completed smoothly. After the gradual withdrawal of medical functions, we will continue to pay attention to the disposal of Xiaoyan Fangcang houses by Yingdi Group. Based on the premise of scientific and rational use of housing, or restoring it to a factory for rent, or using it as a memorial hall for fighting against the epidemic, or rehabilitation and elderly care, or a traditional Chinese medicine processing plant, as suggested by CPPCC members.
In Ningjin County, Xingtai City, Hebei Province, the motion to transform a makeshift hospital into a nursing home has been rejected.
The government of Ningjin County revealed in response to the proposal to "make reasonable use of makeshift hospitals in the post epidemic era" that this year, the county organized a third-party organization for elderly care services to conduct on-site inspections and evaluations of the makeshift hospital in Ningjin County. The third-party organization believed that the site selection of the makeshift hospital did not meet the veto requirements for the construction of elderly care institutions, the safety indicators such as seismic design of the building structure did not meet the standards, and the difficulty of fire protection facilities and aging friendly renovation was great. It is not recommended to transform and utilize the makeshift hospital as an elderly care service facility. Recently, the higher authorities have requested to temporarily retain the makeshift hospital, and we will make full use of the makeshift hospital in accordance with the policy in a timely manner.
The response also stated that after the use of the makeshift hospital, Ningjin County has thoroughly disinfected all facilities and materials in the warehouse, and the medical beds in the makeshift hospital are being uniformly planned and allocated to designated medical institutions.
The Economic Development Zone Management Committee of Langxi County, Xuancheng City, Anhui Province, in response to the issue of idle Fangcang Hospital, stated that the Health Station was transferred from Anhui Langchuan Holdings Group Co., Ltd. to Langxi Chuangxin Holdings Group Co., Ltd. for operation and management on April 24, 2022. Due to the relaxation of epidemic policies, there are currently no medical staff or isolation personnel in the station. In order to effectively utilize the assets in the station, Chuangxin Group Co., Ltd. has recently arranged personnel to repair the leaking and damaged areas, which are currently under repair. The next step will be to continue renting according to the needs of the park enterprises and other potential tenants.
According to the Gongjing District Health Bureau in Zigong City, Sichuan Province, due to the peak period of the epidemic, the makeshift hospital is currently vacant. Medical and office supplies have been distributed to various institutions to ensure frontline treatment capabilities. The relevant peripheral hardware of the makeshift hospital is still saved for future use.
In addition, regarding the reasonable use of idle nucleic acid sampling booths and sampling containers, Feidong County, Hefei City, Anhui Province, clearly stated in its response that 23 nucleic acid sampling booths will be retained by medical institutions throughout the county, which can be rebuilt into book and information booths, catering service booths, police and security booths, parking toll booths, garbage sorting stations, volunteer, sanitation workers, and courier love stations according to their own situation. All of them have been renovated and are now in use.
610 sampling points were set up throughout the county during the epidemic, all of which were temporarily leased. As of the end of May, 31 containers have been retained in the county, and the rest have been returned to the leasing company. Among the retained containers, 10 have been transformed into volunteer, sanitation worker, and courier love stations, 3 have been garbage sorted, 4 have been resettlement project departments, 8 have warehouses, 5 have security posts, and 1 has been used as a rest room for bus drivers.
