According to the open resume, Zhou Haibing, male, Han nationality, was born in February 1971 in Yueyang, Hunan Province. He started working in March 1995 and joined the CPC in September 1994. He has a graduate degree and a master's degree in engineering. Zhou Haibing has been working for Hunan Construction Engineering Group for a long time. In March 2007, he was appointed as the Deputy Secretary and General Manager of the Party Committee of Hunan Construction Engineering Group. Starting from March 2013, Zhou Haibing successively served as Deputy Secretary of the Hengyang Municipal Party Committee and Mayor of the Municipal Government, Secretary and Director of the Party Group of the Hunan Provincial Department of Transportation, Secretary and Director of the Party Group of the Hunan Provincial Department of Natural Resources, Secretary and Director of the Party Group of the Hunan Provincial Development and Reform Commission, and Director of the Office of the Finance and Economics Committee of the Hunan Provincial Party Committee.
