At present, multiple professional disaster relief organizations have sent personnel to the scene of the Zhuozhou flood in Hebei Province, but the information obtained by reporters from multiple sources is that the rescue of the Zhuozhou flood is extremely difficult.
According to a spokesperson for @ Zhuozhou Public Security Network, there is currently a complete water and partial power outage in Zhuozhou, and the supply of materials is temporarily met, but it is unclear how long it can last. At present, the expressway is unobstructed, and you can get off at the mouth of Zhuozhou. There is not much problem in the east of the city, while the west is heavily flooded.
Zhang Anqi, the captain of the Beijing Gongyang Rescue Team, told reporters that the difficulty of flood rescue in Zhuozhou is higher than that in Fangshan and Mentougou in Beijing.
Captain Zhang is also a citizen of Mentougou, Beijing, and participated in the rescue mission in Mentougou District. The waterlogging in Mentougou District is also very serious, with a depth of over one meter, but many parts of Zhuozhou's water directly flooded a floor.
"Zhuozhou is now the main urban area divided in half by water, with the deepest part of the water reaching over three meters, and many places becoming isolated islands. The People's Hospital has also lost power, making rescue difficult. Ordinary assault boats cannot enter and can only be used to enter," said Zhang Anqi.
Zhuozhou is the southern gate of the capital region, and its geological structure belongs to the Taihang Mountains alluvial fan. The Juma River, originating from the eastern foothills of Taihang Mountains in Laiyuan County, Hebei Province, flows through Fangshan District, Beijing and is divided into two branches in Zhangfang Town, north and south. The northern branch is called the North Juma River. The North Juma River flows downstream along Zhuozhou and merges with the Dashi River and Xiaoqing River, then turns south and flows into Baigou Town. Therefore, Zhuozhou has caused a large amount of water accumulation due to flood discharge in mountainous areas.
"The disaster situation in various regions of Zhuozhou is very serious now, and many residents are on rooftops without good shelters. Therefore, it is also difficult for rescue teams to enter. We are currently contacting helicopters to rescue some isolated islands." Zhang Anqi introduced.
According to First Financial News, the resources invested by the Gongyang Rescue Team in Zhuozhou flood rescue currently include three boats, one helicopter, one assault boat, one emergency electrical equipment, and five vehicles. At present, the first batch of 18 people have arrived on site, and about 60 people with equipment will arrive on the evening of August 1st.
"The focus now is on the need for submarines and some personnel proficient in water," said Zhang Anqi.
Many public welfare organizations are also increasing their efforts to support the floods in Hebei.
The Baoding Blue Sky Emergency Rescue Volunteer Association has also issued a mobilization order: the association currently has more than 250 volunteers in 15 flood prevention and emergency response points in the city, who are on standby 24 hours a day. Other volunteers who have not directly participated in the emergency response should actively cooperate with the local government in the local and jurisdictional areas.
According to the Chinese Red Cross Society, currently, the Beijing Red Cross Society has dispatched 5 rescue teams, including medical and water rescue, with 130 members. More than 30 sets of professional equipment such as rescue vehicles and boats have been deployed to carry out rescue work in Fangshan, Mentougou and other places. The Red Cross Society of Hebei Province has also completed the inventory of disaster relief materials and the preparation of rescue teams. Red Cross societies at all levels in the disaster area are participating in rescue work in an orderly manner under the deployment of the local flood control and disaster relief headquarters.
According to a spokesperson for @ Zhuozhou Public Security Network, Zhuozhou currently requires a large number of ships to transfer people. "Ships, kayaks, life jackets, and purified water all require support. In addition," currently, the rescue line is about to enter nighttime, and time is tight. There is an urgent need for lighting equipment to facilitate nighttime rescue. In addition, there are not enough rescue ships from the front line. "
