Starting from July 1st, the policy of "Hong Kong vehicles heading north" will be officially implemented. Hong Kong motor vehicle owners who meet the conditions can drive through the Hong Kong Zhuhai Macao Bridge into Guangdong after making an appointment for customs clearance and obtaining approval. Regarding how to supervise the entry and exit of vehicles from Hong Kong and Macau into the mainland, the customs recently issued a notice titled "Measures for the Supervision of Motor Vehicles from Hong Kong and Macau Entering and Exiting the Mainland" by Gongbei Customs. The key contents are as follows:
Firstly, the owner of the vehicle should present the approval documents from the competent department of the mainland government to handle the vehicle registration procedures with the customs before the vehicle enters the mainland. After the customs registration procedures are completed, the vehicle can temporarily enter and exit the mainland.
The second is that if the vehicle itself or its ownership, motor vehicle license plate certificate, etc. need to be changed or cancelled, the vehicle owner should leave the mainland and return to Hong Kong and Macau before applying for relevant procedures with the competent government department in mainland China. After the competent authorities of the mainland government approve the above-mentioned changes or cancellations, the vehicle owner shall present the approval documents from the competent authorities of the government to handle the corresponding registration changes or cancellations procedures with the customs. After the vehicle owner completes the customs registration change procedures, the vehicle can enter and exit the mainland again.
Thirdly, when vehicles that comply with the provisions of these Measures enter and exit the port, they shall be inspected and released through the customs checkpoint channel, and the vehicle owner shall be deemed to declare the vehicle as temporary inbound and outbound goods to the customs based on the vehicle registration data and clearance time, without the need to handle separate customs declaration procedures for the vehicle; When there are special circumstances that require taxation, such as violating regulations and not returning to the country after the deadline, the tax payment procedures should be handled according to customs requirements.
Fourthly, when vehicles enter or exit the mainland, they are not allowed to carry import and export goods. The backup materials of the vehicles are limited to ensure that they are necessary for the current entry and exit of the mainland. Drivers and passengers on board are not allowed to carry items for other personnel entering or leaving the mainland.
After entering the mainland, vehicles are not allowed to be transferred, mortgaged, pledged, or used for other purposes within the territory. Except for depreciation or wear and tear caused by normal use, vehicles should be returned to Hong Kong and Macau in their original condition. If the vehicle is unable to return to Hong Kong and Macau in its original condition due to damage, the vehicle should be returned to Hong Kong and Macau after customs inspection of the relevant situation; Vehicles that cannot operate normally due to damage must be towed back to Hong Kong and Macau.
If a vehicle is lost or damaged in mainland China, the owner or driver of the vehicle shall promptly report to the customs and handle relevant procedures in accordance with relevant customs regulations.
