Recently, the reporter walked into Qushui County, Lhasa City. Inside a 186 meter long and 23 meter wide greenhouse, the fruits and melons were fragrant, and the temperature control, ventilation, and water and fertilizer systems were all in place. Villager Qu Zhen is busy picking watermelons, while her husband Guo Heyan is hanging ropes for sweet melon seedlings on the side. "Now that my wife and I are getting older, we only manage this one shed. After deducting expenses, we can still earn two to three hundred thousand yuan a year," Guo Heyan said with a smile.
Taking the initiative to break the "siphon effect" is a must
Qushui County is only 60 kilometers away from the center of Lhasa, the capital of the Xizang Autonomous Region, and is known as the "South Gate of Lhasa". With its outstanding geographical advantages, from the circular industry of handling medical solid waste in the urban area of Lhasa to the construction and building materials industry that emerged with Lhasa's urbanization, it has indeed driven the rapid development of Qushui County to a certain extent. In 2022, the gross domestic product of Qushui County reached over 2 billion yuan. However, at the same time, due to the suboptimal industrial structure, weak industrial foundation, and imperfect industrial chain, the investment attraction work is facing the accompanying "siphon effect" of pressure from the urban area of Lhasa, which is gradually becoming more prominent.
"We cannot always hover around low value-added industries. We need to rely on Lhasa, integrate into Lhasa, identify advantages, and achieve differentiated development." Tang Guanzhong, Deputy Secretary of the Qushui County Party Committee and County Mayor, gave his answer.

Dare to Adventure and Try - Based on Agricultural Practice, Play a Good "First mover Chess" in Reform
Qushui, known as "Jimai" in Tibetan in ancient times, means "the place where rivers meet". It is the place where the the Yarlung Zangbo River, Lhasa River and Qufu River meet, with dense water network and fertile land. Based on its own reality, this typical agricultural county has placed the "first move" of reform on rural land.
In order to leverage its agricultural advantages, Qushui County actively and steadily promotes the reform of the rural land system, comprehensively completes the registration and certification of rural land contracting and management rights, and orderly promotes the moderate scale transfer and operation of rural land. Following the concept of "government guidance, legal person investment, enterprise operation, and industrial development", it guides the transfer of land from single farmers to farmers to agricultural enterprises, scientific and technological personnel, professional cooperatives, and large-scale farmers.
In 2018, Qu Zhen, a greenhouse planting expert in Jiang Village, Nanmu Township, Qushui County, used over 700000 yuan in savings to transfer 28 acres of agricultural land from villagers and build three modern fruit and vegetable greenhouses, named "Qu Zhen Picking Garden". The watermelons planted by Qu Zhen will be placed on the roadside stalls on the ground and sold directly to customers who come and go.
