Taking the initiative to break the "siphon effect" is a must

Qushui County is only 60 kilometers away from the center of Lhasa, the capital of the Xizang Autonomous Region, and is known as the "South Gate of Lhasa". With its outstanding geographical advantages, from the circular industry of handling medical solid waste in the urban area of Lhasa to the construction and building materials industry that emerged with Lhasa's urbanization, it has indeed driven the rapid development of Qushui County to a certain extent. Qushui, known as "Jimai" in Tibetan in ancient times, means "the place where rivers meet". In order to leverage its agricultural advantages, Qushui County actively and steadily promotes the reform of the rural land system, comprehensively completes the registration and certification of rural land contracting and management rights, and orderly promotes the moderate scale transfer and operation of rural land. Qushui County Jingzhi Maoteng Agricultural Technology Co., Ltd. is a modern agricultural technology enterprise from Shouguang City, Shandong Province. Four years ago, it was targeted by Qushui County with mature technology and operational models. The person in charge, Yue Yaoming, said, "After our investigation, we found that this place is close to the consumer market and has convenient transportation, which is very suitable for the development of a large-scale melon, fruit, and vegetable industry." The base not only attracts local villagers to contract greenhouses for greenhouse planting, but also hires local labor to do odd jobs, effectively promoting income growth for villagers.

At present, the company has transferred 215 acres of land in Jiangcun, forming a production and sales chain. In 2022, the base will produce 2400 tons of vegetables with an output value of nearly 10 million yuan.

According to Zhao Youyan, Director of the Agriculture and Rural Bureau of Qushui County, the current transfer of rural land management rights in the county is about 27500 acres, accounting for about 25% of the county's arable land area. In 2022, Qushui County has a vegetable production area of 21000 acres, more than 5000 greenhouse facilities, and an annual vegetable production of 95800 tons, accounting for 35% of the city's total. It is an important "vegetable basket base" in Lhasa and Shannan.
