Chinese Deputy Permanent Representative to the United Nations, Geng Shuang, emphasized four points at the meeting: to fully prevent the situation from getting out of control, to fully alleviate the suffering of the people, to fully control the spillover effects, and to fully promote dialogue and negotiations.
On the same day, the UN Under-Secretary-General for Political and Peacekeeping Affairs, DiCarlo, said in a briefing that 16 months since the outbreak of the Russian-Ukrainian conflict, the situation has become more unpredictable and the prospects for peace remain bleak. Russian missile and drone strikes in Ukraine nearly tripled in May. The impact of the escalating violence on civilians is of the greatest concern to the United Nations. Conflicts lead to humanitarian disasters and accelerate global food and energy crises. The United Nations has also expressed serious concern over issues such as the nuclear threat.
Geng Shuang stressed in his speech that every effort should be made to prevent the situation from getting out of control. For a period of time, the war in Ukraine has continued to escalate, the trend of expansion has become more obvious, and the uncertainty has increased significantly. The destruction of the Kahovka Dam reminds us once again that if the fighting is allowed to continue, it will only bring more major risks, and any terrible scenario can happen. China hopes that both parties to the conflict will remain calm and exercise restraint, and the international community will avoid aggravating tensions. In particular, it will strictly abide by the bottom line of nuclear safety, stay away from the red line of nuclear war, and make every effort to avoid creating an irreparable situation.
Geng Shuang said that we must make every effort to alleviate the suffering of the people. China once again calls on all relevant parties to strictly abide by international humanitarian law, fulfill their obligations to protect civilians, ensure the safety of vulnerable groups such as women and children, and respect the basic rights of prisoners of war. China encourages the international community and humanitarian agencies to increase their humanitarian assistance efforts for people affected by the crisis, while adhering to the principles of humanitarian assistance.
Geng Shuang said that all efforts should be made to control the spillover impact. China is seriously concerned about the impact of the crisis in Ukraine on the recovery of the world economy, especially on the achievement of sustainable development goals by developing countries in the post-epidemic era. China calls on all parties to work together to reduce the negative impact of the crisis and maintain the stability of the global industrial chain and supply chain, and urges relevant countries to immediately lift the so-called unilateral sanctions and long-arm jurisdiction. The agreement on the export of food from the Black Sea should be implemented in a balanced, comprehensive and effective manner, and the memorandum signed between the United Nations and Russia should be implemented in earnest.
Geng Shuang said that all efforts should be made to promote dialogue and negotiation. Recently, a peace delegation composed of leaders of six African countries including South Africa visited Ukraine and Russia. China welcomes this. China hopes that peace-loving and justice-upholding countries in the world can make rational voices to persuade peace and promote talks. No matter how difficult it is, the door to a political settlement of the Ukrainian issue cannot be closed, efforts to stop the war and promote talks cannot be slackened, and the process of diplomatic negotiations cannot be stalled. It is necessary to promote all parties to strengthen contacts, build consensus, form the greatest common divisor, and gradually accumulate and create conditions for the final settlement of the crisis.
Geng Shuang stated that on the Ukraine issue, China has always advocated that the sovereignty and territorial integrity of all countries should be safeguarded, the purposes and principles of the United Nations Charter should be respected, reasonable security concerns of all parties should be given attention, and all efforts conducive to peaceful resolution of the crisis should be supported. China will continue to work with the international community to play a positive and constructive role in promoting the political resolution of the Ukrainian issue.
