The report points out that as the member with the most dispute resolution initiated by WTO members, the United States not only selectively enforces WTO rulings, but also insists on obstructing the selection of appellate body members, leading to their paralysis and being a "destroyer" of the multilateral trading system. The United States has long taken unilateral measures against other members on the grounds of "national security", "human rights", and "forced technology transfer", arbitrarily imposing tariffs, abusing trade remedies, and using its advantageous position in the economic and trade field to coerce other members to comply with US foreign policy and unreasonable demands. It is a "unilateralist bully". The United States implements exclusive and discriminatory subsidy support policies on a large scale, using export controls and other means to restrict the development of other member industries, and is a "double standard manipulator of industrial policy.". The United States instigates "decoupling" and "chain breakage", attempting to use unilateral tariff measures to force the relocation of industrial chains, establishing a US centered industrial and supply chain through huge subsidies, and promoting nearshore friendly outsourcing based on so-called "values". It is a "global disruptor of industrial and supply chains".
The report points out that as the world's largest economy and a major creator and beneficiary of the multilateral trading system, the United States should abide by rules, fulfill commitments, play a leading role as a major member, and make its due contribution to maintaining the authority, integrity, and effectiveness of the multilateral trading system.
