In order to purify the academic environment, create a clean and upright ecological environment, make the selection of academician candidates open, fair, and impartial, without interference from non academic factors, and maintain the academic, honorary, and pure nature of the academician title, the Chinese Association for Science and Technology issued a "Ten Prohibitions" notice on the recommendation of academician candidates on the 4th. The content is as follows:
1. National academic organizations strictly follow the selection process to organize selection and are not allowed to carry out any activities that may affect or interfere with the selection work.
2. National academic organizations are not allowed to list individuals who have been dealt with due to moral misconduct, academic misconduct, and violations of scientific and technological ethics, as well as individuals who have been dealt with due to violations of discipline and law and are still under influence, or have committed serious violations of discipline and law, as candidates for academicians.
3. Candidates and their units are not allowed to engage in activities such as soliciting petitions, lobbying, soliciting votes, assisting in elections, bribery, or soliciting election information directly or indirectly, explicitly or implicitly, or entrusting others.
4. Candidates are not allowed to visit national academic organizations, experts and other relevant units and personnel in the name of reporting, seeking advice, soliciting opinions, etc., and conduct activities for recommendation.
5. Candidates should ensure the authenticity of their materials and are not allowed to engage in fraudulent activities or embezzle academic achievements from others.
6. The materials submitted by candidates shall not involve state secrets, work secrets, or important sensitive matters.
7. Experts should firmly resist various improper behaviors such as interfering with selection, engaging in public relations, and soliciting votes, without prejudice from individuals, departments, or industries, and objectively and fairly carry out recommendation work. It is not allowed to accept gifts or cash gifts from candidates and their units, and it is not allowed to privately contact candidates in violation of regulations, engage in improper communication or exchange of interests, and participate in activities that may affect the fairness of recommendations.
8. Experts should strictly implement the avoidance system and are not allowed to engage in evasive behavior.
9. All relevant personnel are not allowed to intercede or greet candidates in any form, and are not allowed to disclose any confidential information.
10. All relevant personnel are not allowed to accept gifts or cash gifts from candidates and their units, and are not allowed to disclose expert information, as well as discussions, evaluations, complaints, investigation and handling opinions, voting results, and other information about candidates.
The notice states that if there is a violation of the above requirements, a nationwide academic group interview, invalidation of the current election, and cancellation of 1-3 election qualifications will be given depending on the circumstances; Provide reminders to candidates, cancel their qualifications, and permanently refrain from being elected through academic groups; Provide expert reminders, cancel the current expert qualification, permanently no longer invite to participate in academic group selection, etc; The staff of the China Association for Science and Technology shall be dealt with seriously by the disciplinary inspection and supervision organs; Non staff members of the China Association for Science and Technology shall be handed over to their personnel management department for handling or disciplinary action.
It is understood that the Chinese Association for Science and Technology has participated in the preliminary selection of academicians of the CAS Member since 1991, and in the selection of academicians of the CAE Member since 1995. In 2014, the relevant meetings of the Central Committee of the Communist Party of China and the State Council respectively reviewed plans to improve and perfect the academician system. The recommendation channels for academician candidates of the two academies were adjusted from five channels: academicians, the Chinese Association for Science and Technology, various departments of the State Council, provinces, regions and cities, and the General Political Department of the People's Liberation Army, to two major channels: academician nomination and academic group recommendation organized by the Chinese Association for Science and Technology. In December 2014, the Chinese Association for Science and Technology established a guiding committee and officially issued the Implementation Measures for the Recommendation of Academician Candidates by the Chinese Association for Science and Technology.
