The Central Commission for Discipline Inspection is speaking out loud!, Post-90s Cadres Serve One After Another | Target | Central Commission for Discipline Inspection
Recently, Cai Yejia, Deputy Secretary of the Party Committee of Dongli Town, Chenghai District, Shantou City, Guangdong Province, born in 1991, was investigated, once again sparking public attention to the corruption and corruption of young cadres.
On June 14th, the Shantou Municipal Commission for Discipline Inspection and Supervision announced that Cai Yejia, Deputy Secretary of the Party Committee of Dongli Town, Chenghai District, Shantou City, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervision investigation by the Chenghai District Commission for Discipline Inspection and Supervision. According to the open resume, Cai Yejia, male, Han nationality, was born in May 1991 in Shantou, Guangdong, with a college degree, started work in November 2014, and joined the CPC in June 2012. Cai Yejia has served as the Deputy Mayor of Yanhong Town and Deputy Secretary of the Party Committee of Dongli Town in Chenghai District, Shantou City.
Since the beginning of this year, multiple cadres born in the 1990s have been investigated. Including Xiao Yao, a staff member of the Comprehensive Office of the People's Court of Minquan County, Henan Province, Liu Fangxiu, Deputy Director of the City Appearance Management Department of the Housing and Urban Rural Development and Urban Management Bureau of Changning County, Sichuan Province, Tian Bowen, the former head of the Luyuan Community Certification Group of the Shed Reform Office in Qiezihe District, Qitaihe City, Heilongjiang Province, Cai Zhuoer, former Deputy General Manager of Zhuhai Grain and Oil Purchase and Sales Co., Ltd., and Ye Shuai, Deputy General Manager of Nancheng Big Data Management Co., Ltd. in Lishui City, Zhejiang Province.
The China Journal of Discipline Inspection and Supervision today published an article titled "It's Hard to Go Far without Ensuring Early Festivals", focusing on the issue of corruption among cadres born in the 1990s. It deeply analyzes what led them to take the wrong first step and how to help young cadres "fasten the first button".
The article points out that young cadres in key positions are easily targeted by criminals. The corrupt experiences of Xu Yongbing and Zeng Fanxian are typical cases.
Xu Yongbing, former director of the Economic Construction Service Center in Guanlu Town, Xianju County, Taizhou City, Zhejiang Province, was born in 1988. He has grown from a college student village official to a middle-level cadre in the township, and has also actively devoted himself to work. In 2019, Xu Yongbing served as the director of the Economic Construction Service Center in Guanlu Town. During the process of serving the enterprise, he gradually increased his contact with the company's leaders, and also became complacent with the treats and compliments of the bosses. In that year, he bravely received his first red envelope.
Since then, Xu Yongbing has begun to regard the management service object as his "money bag": from 2019 to the end of 2022, he directly asked for or received more than 30 gift certificates from the management service object through WeChat red envelope, Alipay transfer and other means, with a total of 90000 yuan of suspected bribery, on the grounds that the enterprise provided help in daily safety inspection, hidden danger rectification and other aspects or needed money to manage relationships. In March 2023, Xu Yongbing was expelled from the Party and public office, suspected of committing crimes, and was transferred to the procuratorial organs for legal review and prosecution.
However, Zeng Fanxian, former manager of Project Department 2 of Pinggui Urban Construction Investment Co., Ltd. in Hezhou City, Guangxi Zhuang Autonomous Region, was only 27 years old when he first took bribes. He has been working in an important position in a state-owned enterprise for less than half a year, and his management and service partner, Tang, gave him a benefit fee of 60000 yuan. Since the defense line was broken, it has been out of control. From 2013 to 2022, Zeng Fanxian, as a staff member of the project department and manager of the second project department of Pinggui Urban Construction Investment Co., Ltd., received 69 gifts, gifts such as cigarettes, Baijiu, tea, mooncakes, and shopping cards from management service objects, totaling more than 87000 yuan, even before the Spring Festival was retained.
The article analyzes that unscrupulous businessmen tend to "hunt" young cadres. On the one hand, the ability of a few cadres to resist temptation and discern is relatively weak. On the other hand, because the return on investment is high, young cadres with high education are likely to become the "reserve army of leading cadres" that are being trained. They have great development potential and are low-cost "potential stocks" to attract, which is worth "taking action early".
In addition to being hunted by malicious individuals, there are also a few young cadres who are driven astray by their own bad habits, vanity, and hedonism. Gambling, online games, and live streaming rewards are all keywords used in corruption cases involving young cadres.
Ni Yaya, born in 1995, was a former comprehensive teller at the Lixi Postal Branch of Chongqing Youyang County Branch of China Post Group Co., Ltd. When he was young, due to his poor family background, he mistakenly chose to achieve his dream of "getting rich quickly" through online gambling.
"At the beginning, I was able to win tens of yuan every day. I wanted to buy a car and a house by the end of the year, improve my life and material well-being, and have a happy family. My dreams could easily come true..." Ni Yaya, who was addicted to online gambling scams and repeatedly hoped to "turn things around," took advantage of his position eight times to steal a total of 348000 yuan from the Li Xi Postal Branch's savings and remittances, and lost 345100 yuan through online gambling. Ni Yaya not only failed to realize his dream, but also ruined his future. In September 2020, 25-year-old Ni Yaya was dismissed from public office; In December 2020, Ni Yaya was sentenced to one year and ten months in prison, and fined 100000 yuan.
Li Gaofeng, born in 1994, is also addicted to gambling. He has a passion for football since childhood. When he watched the 2018 World Cup in Russia, he was already a staff member of the Chengbei Company in Jianghua Yao Autonomous County, Hunan Province. He began to get involved in gambling and gradually turned his interest into a bad habit. As gambling debts accumulate higher and higher, Li Gaofeng began to recruit gamblers by posting information on gambling websites in WeChat and QQ groups, earning "head fees" from it. During this period, Li Gaofeng also took advantage of his position as a land acquisition reimbursement officer and data officer to embezzle national land acquisition compensation funds for debt repayment through impersonation and other means.
Sun Bingjie, former fourth level police officer of the Criminal Investigation Brigade of the Naxi District Branch of the Luzhou Public Security Bureau in Sichuan Province, has a relatively affluent family. "I spent a lot of time and money on online games, spending up to a million yuan while playing games," Sun Bingjie said to herself. Especially after meeting building material owners such as Ou and Chen, her vanity and hedonism grew even more. She spent a long time enjoying high-end consumption in major hotels, entering and exiting entertainment venues, and in just a few years, she owed more than 3 million yuan in high debt.
Sun Bingjie can only survive by overdrawing her credit card, taking out online loans, and borrowing from family and friends. Although his father helped to repay more than 2 million yuan midway, the remaining 1 million yuan still weighed heavily on him, making him unable to breathe. Due to her inability to repay her debts, Sun Bingjie attempted to use the convenience of the personnel involved in the main trial case to "rely on the case to make ends meet", in order to help hire lawyers and provide convenience for the personnel involved in the case to demand property. In February 2021, Sun Bingjie was expelled from the Party and dismissed from public office; In December of the same year, he was sentenced to seven years and six months in prison and fined RMB 500000.
Zhao Yu, the accountant of the "90s generation" team in Yongping Village, Xinba Town, Yangzhong City, Jiangsu Province, is also a typical example of being greedy for vanity and seeking pleasure. After accidentally encountering a car rental app, he has rented high-end sedans such as Audi A6, BMW 530, Toyota Cruiser, etc. To fulfill his dream of owning a luxury car, Zhao Yu embezzled 720000 yuan from the village group's funds and more than 400000 yuan for car rental.
Zhang Yujie, a staff member of the Chuzhou Real Estate Registration Center in Anhui Province, has embezzled over 69 million yuan of public funds through methods such as not recording payments and forging payment facts. In addition to recharging the game, he also uses public funds for his and his girlfriend's expenses, such as a 100000 yuan per day underwater suite that lasts for 4 days.
Yang Chunjian, Director of the Case Supervision and Management Office of the Discipline Inspection Commission and Supervision Commission in Yuhuan City, Zhejiang Province, said that young cadres have several obvious characteristics in their violations of discipline and law: they are in key positions, with a "simple" purpose of corruption and strong concealment. The methods used by young cadres to commit illegal crimes are also more diverse. "Many young cadres have a high level of education, strong learning ability, and are good at using information technology. Therefore, they are more likely to commit crimes alone, and their violations of discipline and law have strong concealment, posing significant challenges for detection and investigation." Yang Chunjian said.
Shao Jingjun, a researcher at the Research Office of the Central Commission for Discipline Inspection, analyzed that the fundamental reason for corruption among young cadres is the lack of firm ideals and beliefs, the relaxation of self-restraint in the initial stage of career development, and the loss of oneself in the process of just mastering power. At the same time, young cadres are in the initial stage of their careers and lives, and their party spirit, social experience, and grassroots training are relatively insufficient. In this situation, if the external political environment is good, supervision is strong, and management education is strict, their risk of integrity will not be so great. However, the reality in some places and units is exactly the opposite, which creates external conditions for the corruption of some young cadres.
The Second Plenary Session of the 20th Central Commission for Discipline Inspection emphasized the need to attach great importance to disciplinary education for young leading cadres. We should attach importance to the cultivation of young cadres, strengthen education and constraints, and encourage them to take on responsibilities through strict management and love.
