Xi Hongjian, former Deputy Secretary of the Party Committee and Dean of Guangxi University of Finance and Economics, illegally used public power for personal gain, retired without rest, and sought benefits for others in engineering project contracting, illegally accepting huge amounts of property.

Pan Yiming, former member of the Party Group and Deputy Director of the Standing Committee of the People's Congress of Ganzhou City, Jiangxi Province, abused his power and retired without taking a break.

Li Decai, former member of the Standing Committee of the Anhui Provincial People's Congress and former director of the Urban and Rural Construction Environment and Resource Protection Working Committee, was driven by greed and profiteering from various sources. He had long colluded with illegal merchants and continued to engage in power and money transactions without stopping or retreating.

Some people use their influence while working to seek benefits for others and receive huge amounts of money.

For example, Liu Jifu, former Secretary of the Party Group and Director of the Department of Land and Resources of Jiangxi Province, used his original position to accumulate wealth, openly engaged in paid activities, and wandered between politics and business as an "old secretary" and "old director", meddling in organizing personnel, engineering projects, and mineral resources.

Some people use their past connections to help businesses obtain resources and benefits, and then obtain so-called "consulting fees" and "salaries" from them.

For example, Guo Deqing, former chairman of the Political Consultative Conference in Baiyin City, Gansu Province, retired and served as a supervisor in a company. Through the leadership of the Lanzhou Development and Reform Commission and the Land and Resources Bureau, he coordinated the relevant procedures for commercial projects for the company. During his retirement period, he received more than twice the amount of money he had illegally obtained during his tenure.

Some people engage in "option corruption", where they act on behalf of others without taking money and agree to receive money and property after retirement, or go to affiliated companies to earn high salaries and monetize "options".

These people believe that retirement means a safe landing, with less supervision and more corruption, it will be much safer.

This idea is completely wrong. In recent years, many retired party members and leading cadres have been investigated, which means that retirement is not a safe haven and safe period for corruption.

So, why does it exist to retreat without taking a break?

Fundamentally speaking, it is some ideological problems among party members and cadres.

Some leading cadres are nostalgic for their high position and power during their tenure, and are accustomed to the prosperity and beauty that power brings. After retreating, the courtyard was deserted and the carriages and horses were sparse, making my heart inevitably empty and lost. Their greed for power and interests drives them to linger in the officialdom, shining brightly.

Last month, a certain department level cadre named Lu, who was double opened, is such a typical example.

Lu retired in 2014, but his corrupt behavior has been ongoing. Even after the 18th and 19th National Congress of the Communist Party of China, he has not restrained, stopped or stopped. Until 2023, he continued to eat, drink, and plan to obtain benefits through illegal means with his boss.

All of this, in his own words, is suffering from a fetish for power.

Lu's desire for power and money gradually went to extremes.

After retirement, he exerted influence on the work of his former employer while colluding with private bosses to help people contract canteens and undertake projects, profiting greatly from it.

The investigators stated that the internal reason for Lu's failure to "rest" was due to confusion in faith and spirit, and even a lack of understanding of the basic contents of the "four consciousnesses" and "four confidences", which resulted in his loss of intellectual immunity.

The external cause is a lack of supervision. It's not a matter of a day or two for Lu to make mistakes, but along the way, no one has bitten his ears or pulled his sleeves, his face turned red and he sweated, which invisibly indulges Lu.

In response to the issue of Mr. Lu, the local discipline inspection and supervision commission has carried out in-depth warning education, and reported the disciplinary and illegal cases of Mr. Lu's retirement without rest to his unit. The party organization is required to fully play the role of education, management, and supervision of party members, strictly implement regulations on the appointment and part-time work of retired leaders, and strengthen rigid constraints.
