This is a scene that occurred in an office of a detention center in Guang'an City, Sichuan Province. Huang Yongjun, a police officer in charge of the detention center, is illegally "improving the lives" of the detainee Cai. On August 29th, the Discipline Inspection Commission and Supervision Commission of Guang'an City, Sichuan Province announced this typical case.
It is reported that as the third level supervisor of police technology in Guang'an Detention Center, Huang Yongjun is responsible for the management of four detention rooms. Since October 2020, he has been engaged in a "profit from price difference" business, collecting pre paid "living expenses" from relatives and friends of detainees. Taking advantage of his position, he sells cigarettes, meat, and other items at market prices of 20 to 50 yuan to detainees at prices ranging from 120 to 250 yuan, earning a "price difference" from them. It was not until April 2022, when Huang Yongjun was taken away by the staff of the Commission for Discipline Inspection and Supervision, that he was forced to end these "transactions".
Dormitories become "supermarkets", discipline becomes "bosses"

By arranging personnel to pass on or proactively informing the detainees that care can be provided, Huang Yongjun allows the detainees to contact their relatives and collect pre paid "living expenses" from their relatives and friends through bank, WeChat transfer, and cash. After receiving the prepaid "living expenses", Huang Yongjun took the initiative to let the detainees go outside the prison to improve their lives and reduce their workload.
It is understood that due to Huang Yongjun's additional "care", the detainees obey his discipline and rarely cause trouble. The four prisons he manages have also been repeatedly awarded the title of "Civilized Prison".
Received a sentence of 3 years and 8 months for bribery and abuse of power
All of this may seem like a win-win situation for all parties, but Huang Yongjun did not realize the harm involved. For detainees, if they do not receive strict discipline in the detention center, their ideological understanding is not profound enough, and their behavior correction is not in place, they are likely to violate the law again after returning to society, thus losing the significance of discipline; For the detention center, discipline is lax and management is lax.

According to investigation, Huang Yongjun transferred items to more than 20 detainees including Cai, Liang, and Chen, brought fire sources into the detention area without authorization, brought mobile phones into the detention area for video and communication between the detainees and the outside world, and privately contacted, contacted, and made appointments with the families of the detainees, accepting their banquets. Over a period of one and a half years, he received a total of 452000 yuan in money from relatives and friends of detainees.

In August 2022, Huang Yongjun was expelled from the Party and from public office due to serious violations of the spirit of the Central Eight point Regulation, the Party's integrity discipline, work discipline, and national laws and regulations, as well as suspected bribery and abuse of power crimes. In April 2023, he was sentenced to three years and eight months in prison and fined 200000 yuan by the People's Court of Guang'an District for the crime of bribery and abuse of power.
