On July 18, 2023, the International Exchange and Mutual Learning Forum on Network Civilization of the China Network Civilization Conference was held in Xiamen, Fujian. The theme of this forum is "Strengthening Network Civilization Exchange, Mutual Learning, Coexistence, and Jointly Building a Community with a Shared Future in Cyberspace". It is guided by the Central Cyberspace Administration, the Central Radio and Television Station, and China News Agency, and hosted by the China Academy of Cyberspace Studies, the Chinese Language Global Program Center, and China News Network. It is also hosted by the China Cyberspace Magazine.
In the Internet era, human society is becoming a "global village". How can different civilizations use the Internet to build a bridge for communication? In the forum, Chinese and foreign guests discussed topics such as "Network Civilization Exchange: A Way to Discuss and Develop Together", "Network Civilization Mutual Learning: Promoting Communication and Integration Together", and "Network Civilization Coexistence: Building a Spiritual Home Together", providing suggestions for international exchange and mutual learning of network civilization.
Academician Martin Albraith of the British Academy of Social Sciences stated that China has always been at the forefront of supporting global governance. In 2013, China proposed the concept of building a community with a shared future for mankind, which marks another important step for China in actively participating in the process of global governance. In his view, the community with a shared future for mankind can be understood in any language and has made significant contributions to creating a universal language worldwide.
Civilizations exchange due to diversity, learn from each other through exchange, and develop through mutual learning. Hou Ningbin, Secretary of the Party Committee and Director of the Shaanxi History Museum, as well as Director of the Shaanxi Provincial Cultural Relics Exchange Center, believes that we should, guided by the concept of accelerating the construction of a community with a shared future in cyberspace, protect the spiritual home of the internet through mutual learning and civilization.
Wang Xinsheng, Deputy Secretary of the Rizhao Municipal Party Committee in Shandong Province, and Chen Xuerong, Director of the Network Information Office of the Suzhou Municipal Party Committee in Jiangsu Province, shared their experiences in the construction of network civilization in Rizhao and Suzhou during the forum. Wang Xinsheng mentioned that cyberspace is an extension and reflection of the real society, and an important component of the construction of social spiritual civilization. In recent years, Rizhao has built the "Everyday Positive Energy" brand to enhance the influence of online civilization. Chen Xuerong stated that as a component of social civilization in the new era, the positive role of online civilization in leading fashion and promoting righteousness is increasingly prominent. Suzhou fully uses culture to nourish civilization, morality to nurture civilization, and strengthens cultural exchange and mutual learning.
The intangible cultural heritage represented by Su embroidery is the imprint of the long and splendid history and civilization of the Chinese nation. Yao Jianping, the representative inheritor of the national intangible cultural heritage project and the master of Chinese arts and crafts, said that we should continue to base on the excellent cultural roots, innovate the communication methods, continue to expand the communication scale by leveraging the digital Internet, tap the artistic characteristics and aesthetic attributes of intangible cultural heritage, continue to strengthen the systematic protection of intangible cultural heritage to promote sustainable development, and strive to let outstanding culture participate in the construction of Chinese discourse and Chinese narrative system.
Xiao Hong, CEO of Perfect World, mentioned that in the new context of global cultural exchanges shaped by the new economic environment, Internet digital culture enterprises should not only make excellent products and pursue market success, but also assume social responsibility, which has a positive impact on sustainable social development and has a positive role in the global dissemination of Chinese excellent culture.
Looking at the world, Pan Weilian, an American professor at Xiamen University, believes that the greatest possibility of the Internet is to help people bridge the barriers between people and countries.
Ruo Heman, a Turkmen international student from China University of Petroleum, said that the internet not only provides an excellent platform for young students studying abroad to understand and understand China, but also allows them to tell the Chinese story of international students from their own perspective to countries around the world, and to tell the story of Central Asia to Chinese teachers and friends, expanding a wide range of channels.
"In the eyes of foreign young people, China's most prominent feature is no longer just the past 'infrastructure giant'. Now, China's public goods to the outside world have shifted from road construction and hydropower construction to building networks, high-speed railways, and social networking software and games for going global." said Shawn Shaw, a member of the Advisory Committee for the China Arab States Expo who has settled in China for 22 years. China's rise has made the lives of the Chinese people better, and it is also beneficial to other countries in the world. China's story can provide successful cases for developing countries to learn from and bring hope to them.
"Human beings use, need and rely on the tools, networks and infrastructure related to Internet civilization, which shapes and promotes all aspects of our social development, but also creates new challenges and problems." In the forum, Michel Genovese, honorary chairman of the Belgian International Joint Initiative Multilateral Cooperation Organization, mentioned that new problems and challenges need common solutions to the "digital divide", as well as the potential negative impact of Internet use, such as the damage of Internet addiction to cognitive development, and the damage of information overload to public or private borders.
