In the face of the new situation and new requirements, the recently issued Opinions of the CPC Central Committee and the State Council on Promoting the Development and Growth of the Private Economy proposed practical measures to promote the development and growth of the private economy, which lowered the requirement for equal treatment of state-owned enterprises and private enterprises from the system, providing institutional guarantee for the private economy to better integrate into the development process of Chinese path to modernization. The Opinion focuses on key issues in the development of the private economy, clearly proposing the need to "continuously optimize a stable, fair, transparent, and predictable development environment", accurately responding to the core concerns of private economy development, making policies more in line with the practical needs of private economy development, enhancing the sense of security and gain of enterprises, and helping the private economy to achieve stability and progress.
A stable policy environment can stabilize the expectations of private economic development. The continuity and stability of policies directly affect the investment and innovation enthusiasm of private enterprises. Strengthening positive policy communication and expected guidance is a key step in optimizing the development environment of the private economy. The Opinion targets this core demand and responds to the concerns of enterprises, pointing out the need to fulfill the procedures for adjusting enterprise policies in accordance with laws and regulations, set reasonable transition periods based on actual conditions, and fully listen to the opinions of entrepreneurs in the formulation and evaluation of enterprise policies, plans, standards, and other aspects. These targeted and effective measures can enhance the coordination, procedural standardization, and execution stability of the enterprise policy system, and enhance the predictability of the development environment through policy stability.
A fair competitive environment can unleash the development space of the private economy. Currently, new and old problems such as global economic weakness and insufficient market demand are intertwined, and private enterprises are facing some difficulties and problems in production and operation. Therefore, greater efforts to break down barriers to market access and competition can respond to the concerns of private enterprises about fair competition. The Opinion focuses on breaking down implicit barriers in market access, fair competition, and factor acquisition faced by the development of the private economy. It emphasizes opening up access doors for the private economy in more fields, links, and deeper levels, fully unleashing space, stimulating potential, and promoting the growth, optimization, and strength of the private economy.
A transparent government service environment can enhance the resilience of private economic development. The temporary difficulties encountered in the development of the private economy require policy support and assistance. The Opinion aims to bridge the "last mile" of policy implementation, focus on forming a direct and fast sharing mechanism for enterprise related policies, and respond to the practical concerns of policies that are "visible and intangible". We need to establish a support policy mechanism for small and medium-sized enterprises and individual businesses to enjoy benefits without application, promote direct and fast access to enterprise funds, and add fuel to the development of the private economy.
A predictable rule of law environment can boost confidence in the development of the private economy. "The rule of law is the best business environment." The Opinion highlights the key role of the authority and impartiality of the judicial law enforcement system in boosting confidence in the private economy. It proposes relevant measures to improve the regulatory law enforcement system and the long-term supervision mechanism for enterprise related fees, and clarifies the need to improve regulatory fairness, standardization, and simplicity, and to facilitate channels for complaints and reports of illegal fees by enterprises. These measures will promote the rule of law in administration, and promote the high-quality development of the private economy through the construction of a rule of law government with statutory rights and responsibilities, strict law enforcement, openness and fairness, intelligence and efficiency, and integrity.
Strengthen system integration. We need to coordinate various functional departments, focus on key areas, improve supporting measures, and quickly introduce support measures with abundant supporting resources, sufficient effectiveness, and strong strength. Establish a normalized support mechanism for cross departmental and cross regional development of the private economy, formulate and refine specific implementation plans, determine work goals and schedule, promote the implementation of various measures, and enhance the sense of gain for private enterprises.
Strengthen incentive constraints. We need to increase the supervision and assessment of local government support for the development and growth of private enterprises, strengthen the supervision and implementation of policies that have been issued, improve the evaluation and supervision system, implement corresponding reward and punishment measures, and amplify the multiplier effect of support policies. Implement relevant plans, quantify reform requirements and tasks into concrete measures that can be implemented, clarify time nodes and outcome forms, and promote the implementation of various measures.
Enhance communication with enterprises. Improve the mechanism of normalized private entrepreneur symposiums, play a good role in communication and exchange, listen to the real ideas of private entrepreneurs, establish and improve a closed-loop mechanism from problem reflection to implementation and resolution, and focus on solving the prominent difficulties and problems faced in the development of the private economy.
Improve tracking and evaluation. Establish a regular evaluation mechanism for policy implementation, further optimize the work plan and improve the work mechanism based on the problems identified in the evaluation. By evaluating the consistency with the macro policy orientation, improving the third-party evaluation mechanism of policy implementation effect, and improving the policy experience promotion mechanism, we will give play to the effectiveness of various measures to promote the development and growth of private enterprises, and fundamentally enhance their contribution to Chinese path to modernization.
