The State Council recently issued the Development Plan for the Shenzhen Park of the Hetao Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone, which makes a series of deployments to promote the construction of the Shenzhen Park of the Hetao Shenzhen Hong Kong Science and Technology Innovation Cooperation Zone with high quality, high standards, and high level, and to build an important pole of the Guangdong Hong Kong Macao Greater Bay Area International Science and Technology Innovation Center. The introduction of the plan reflects the earnest expectations of the central government to strengthen scientific and technological innovation cooperation between Shenzhen and Hong Kong.
Among the numerous cooperation platforms constructed in the Greater Bay Area, Hetao is the only one with a theme of scientific and technological innovation cooperation. The scientific and technological innovation cooperation between Hong Kong and Shenzhen has a natural complementary effect. Hong Kong has strong basic scientific research strength. At present, there are 5 universities among the world's top 100, more than 40 academicians of the National Academy of Sciences and the Chinese Academy of Sciences, 16 State Key Laboratory, 6 sub centers of national engineering technology research centers, and 28 innovative research and development laboratories cooperating with world-class universities and scientific research institutions. Shenzhen has a high level of industrial completeness, with a systematic layout of 20 strategic emerging industries and 8 future industries. It has a strong ability to transform and land with "drawings in the morning and samples in the afternoon". One is the source of basic research from "0" to "1", and the other is the efficient field of achievement transformation from "1" to "100". The cooperation between the two is conducive to the construction of a full process innovation ecosystem of "basic research+technological breakthrough+achievement industrialization+technology finance+talent support" in Shenzhen Park.
The introduction of the plan is also a great encouragement for Shenzhen to take the lead in demonstration and innovative development. Another positioning of the Hetao Shenzhen Park is a major platform for Shenzhen to build a leading demonstration zone of socialism with Chinese characteristics. Since the signing of the agreement between Shenzhen and Hong Kong in 2017 to jointly build the Hetao area, the construction of the Shenzhen Industrial Park has been "one example a year", proving through practice that "socialism is achieved through hard work.".
The Shenzhen Industrial Park is adjacent to Hong Kong, but it is not a technology park with towering buildings and a gathering of research companies, but rather the fields of Hong Kong. The Shenzhen industrial park itself includes two ports, Futian and Huanggang, and the most readily available resources are old warehouses. Like the Shenzhen Special Economic Zone and Qianhai Area, the Shenzhen Industrial Park was built on a blank sheet of paper.
We have leased, purchased, renovated, and built 10 specialized science and technology innovation parks and 800000 square meters of scientific research space, and established innovation carriers such as the Shenzhen Hong Kong Collaborative Innovation Center, the Shenzhen Hong Kong International Science and Technology Park, the International Quantum Research Institute, the first and second phases of the International Biomedical Industry Park, and the Hetao National Innovation Center. Given the long planning and construction cycle of the Hong Kong Park, the Shenzhen Park has created the Shenzhen branch of the Hong Kong Science Park and a cluster of Hong Kong university projects, taking the lead in bringing high-end scientific research resources from Hong Kong and overseas.
The research results of the "Five Streams and Four Systems" pilot policy framework system, which includes "human flow, logistics, capital flow, information flow, commercial flow, legal system, tax system, scientific research system, and park management system," have been formed, exploring and promoting the "soft connectivity" of Shenzhen Hong Kong rules and mechanisms; Introduce the Shenzhen Hong Kong Joint Policy Package, Scientific Research Policy Package, Industry Policy Package, and Hong Kong Macao Youth Innovation and Entrepreneurship Policy Package.
Over the past six years, the high-end scientific and technological innovation resources in the Shenzhen industrial park have rapidly formed a good situation from zero breakthrough to cluster development. As of the first half of this year, there were 447 technology enterprises and 23 scientific research institutions, including 200 national high-tech enterprises, 36 municipal specialized, refined, special and new enterprises, 4 unicorn enterprises, and 149 technology-based small and medium-sized enterprises; Technology enterprises and research institutions have accumulated 956 invention patents; A large number of high-end scientific research talents have gathered, forming six major science and technology innovation industry clusters, including national major scientific research platforms, Fortune 500 research and development centers, Hong Kong university research projects, key core technology research projects, Shenzhen Hong Kong unicorn enterprises, and Hong Kong Macao youth entrepreneurship platforms.
The introduction of the plan has pointed out the direction for Shenzhen and Hong Kong to work together to build a global innovation highland. In the planning, "global" appeared 14 times and "international" appeared 79 times. "Exploring the safe and orderly cross-border flow of Internet data", "Further exploring and improving the intellectual property protection system in line with international standards", "Fully integrating the international scientific research management system and mechanism"... Each indicator is benchmarking against the world's advanced, and each deployment is aimed at creating a model benchmark. To achieve these ambitious goals before 2035, it is necessary to fully leverage Hong Kong's advantages in enriching international scientific research resources, aligning with international scientific research systems and mechanisms, and being a regional intellectual property trading center, with its place of use being in Hetao.
