Taking action upon hearing the flood, warming the heart, and working together to rebuild - Heilongjiang Province strives to win the "encounter battle" and "proactive battle" in flood prevention and disaster relief. August 5th | Heilongjiang
Heavy rainfall has recently hit the land of Longjiang, causing floods and geological disasters. The Party committees and governments at all levels in Heilongjiang Province unite all forces to do a good job in emergency rescue work as soon as possible, properly resettle the affected people, quickly restore production and life in the disaster area, and effectively prioritize the safety of people's lives and property, striving to win the "encounter battle" and "proactive battle" of flood prevention and disaster relief.
Hear the flood and unite to fight against the flood
Recently, many areas in Heilongjiang Province have been experiencing heavy rainfall, posing a severe situation for flood control and disaster relief. The whole province will take immediate action, race against time, rescue the people in distress, and make every effort to eliminate the danger.
On August 5th, the command center of the Mudanjiang Fire Rescue Brigade received an alarm that three residents in the second power generation community of Mudanjiang City were trapped by waterlogging, and two of them had difficulty walking and were unable to walk.
Time is life.
The command center immediately dispatched one vehicle and eight people carrying rescue equipment to the scene. The surrounding water in the community is waist deep and vehicles cannot approach. Rescue personnel walked two kilometers into the water to reach the location of the trapped person, and then carried the two leg disabled individuals to the resettlement site through a relay.

"On the evening of the 4th at 8 o'clock, we received a notice to evacuate the residents of bungalows. We called over 200 households overnight and knocked on each door to notify them to move as soon as possible," said Zhao Xiuyuan, Secretary of the Party Branch of Tuanjie East Community in Yanshou Town. Zhao Xiuyuan, who has been fighting tirelessly for several days, has a hoarse voice and bloodshot eyes, still insisting on the front line of flood control and rescue.

"Come on, take the boxed lunch, and here is Mantou." At about 17:00 on August 9, at the resettlement site of Times Middle School in Wuchang City, Heilongjiang Province, Zhang Xiaohong, the headmaster of Wuchang Railway School, was taking the school teachers to deliver dinner to the masses. The boxed lunch was still hot when it was taken out of the incubator and handed to the masses.
It is reported that Wuchang City will transform two high schools in the city into centralized resettlement sites for disaster stricken people, and establish transfer and resettlement groups, material support groups, health management groups, psychological counseling groups, medical treatment groups, and logistics support groups to provide multi-dimensional services for disaster stricken people. Wang Hongqin, a villager from Dachen Village, Shahezi Town, Wuchang City, said, "Here, food and housing are guaranteed, and fruits and milk are distributed. We are waiting for the water to recede and go home."

The reporter saw here that there are several beds placed in each classroom, with clean and tidy bedding on top. Mineral water, convenient food and other supplies are neatly arranged on both sides of the corridor.
Zhou Zhenbo, a resident of Changting Town, said: "We are doing well in the resettlement site. It is like a big family here. The thoughtful arrangement of the government makes us feel very warm." On August 9th, at the repair site of the 110 kV Changhai transmission line in Hailin City, Heilongjiang Province, a helicopter lifted a heavy transmission tower and transported it to a designated location.
This transmission tower is located on the central island of the river and cannot use conventional lifting equipment. State Grid Corporation of China quickly dispatched helicopters from State Grid Liaoning Electric Power and State Grid Space Technology Company to support Heilongjiang, solving problems such as lifting and transportation of transmission towers.
As the floods recede, the restoration of production and life in the disaster area is rapidly unfolding in the black soil.
The flood stricken areas in Heilongjiang Province actively organize and coordinate the efforts of all parties, continue to carry out the restoration of power and communication, emergency repair of roads, disinfection and sterilization of villages passing through water, and accelerate the restoration of production and living order in the disaster areas.
On the afternoon of August 9th, near the Shangzhi City Government in Heilongjiang Province, the dredging work after the flood receded is being carried out in an orderly manner. Several forklifts scooped up the mud on the road and poured it into a nearby dump truck.
Liang Chao, Deputy Director of the Comprehensive Law Enforcement Bureau of Urban Management in Shangzhi City, said, "We are currently carrying out compaction operations. As soon as the water is discharged, the exposed parts will immediately start dredging. Currently, about 70% of the dredging work has been completed."
Currently, Typhoon Kanu, the 6th typhoon of this year, may affect Heilongjiang, with severe and complex rainfall, flood, and disaster situations. All levels and departments in Heilongjiang Province will carry out flood and typhoon prevention work with the highest standards, strictest requirements, and fastest speed, and strive to minimize disaster losses.
