Swimming pool monitoring is a decoration, and parents are not allowed to accompany during class. Shanxi 7-year-old boy drowned during swimming class monitoring | Swimming pool | During class
On the morning of July 14th, a 7-year-old boy without a swimming foundation was found drowning in a deep water area at the Duolabao Youth Swimming Center in Yuci District, Jinzhong City, Shanxi Province. Despite rescue efforts, he died.
On July 24th, the mother of drowning boy Li Moushuai told Upstream News reporters that the swimming pool in question uses "no adult to enter the water" as its selling point to maintain water quality. Parents are not allowed to accompany during classes, and there are issues such as lack of monitoring in the swimming pool, excessive number of students attending classes, and doubts about the qualifications of coaches.
The reporter learned from the only non staff adult witness at the scene that at around 11:30 on the day of the incident, after Li was found drowning in the deep water area, two coaches had performed cardiopulmonary resuscitation on him at the scene, which lasted at least 5 minutes.
After the incident, the swimming pool involved has been closed. On July 25th, the reporter called the public registration hotline of the Dorabarg Youth Swimming Center, who said that the matter was being handled and the specific situation could not be disclosed.
A local accident investigation team consisting of multiple departments has been established to intervene in the investigation. The family of the boy said they only want to investigate the facts.
The swimming pool prohibits parents from accompanying, and the boy was found floating in the deep water area.
From 10 am to 12 am on July 14, 7-year-old boy Li Moushuai was taking his fourth swimming lesson in his life.
Li's handsome mother, Song Qing, told reporters that if the tragedy did not happen, the father of the child would pick up his son after class and take him to drink milk tea that he had been talking about all morning.
The local Dora Fort Youth Swimming Center once wrote in the introduction of Tiktok: "The first and only swimming pool in Yuci without adult water was established in 2015, using advanced water circulation heating filtration treatment system to create first-class healthy water quality. The 25 * 13 semi national standard swimming pool was guided by a national coach." On July 24, the reporter entered the Tiktok number in the screenshot and could not find the account information.

Li's handsome parents did not accompany their children in class because the admission teacher at the swimming pool emphasized this clearly. In June, Song Qing painted this swimming pool on Tiktok, and it seemed that the water quality was good. Before she decided to sign up, she went to the field to investigate. On the same day, the staff "made an exception" and took her into the swimming pool
"First of all, let me say that my child has never learned how to swim, and for the sake of their safety, I want to accompany them." Song Qing told me that on July 11th, Li Shuai began his first swimming class, which consisted of 12 sessions and was charged 792 yuan. For the first three days, he would scoop a basin of water every night and practice holding his breath at home.
Due to the strict prohibition of parental companionship at the swimming pool, parents usually keep track of their children's situation through videos sent by staff in WeChat group chats. At 10:42 am on the day of the incident, Song Qing saw Li Shuai for the last time in the video. The video shows Li Shuai standing in line with other students, lying on the mat by the swimming pool, practicing swimming movements.

At exactly 11 o'clock, Song Qing did not find her son's figure in the second mass video. Subsequently, the private chat staff requested to shoot a video of Li Shuai separately, but the teacher did not respond. It wasn't until 11:57 that Song Qing received a voice call from the staff member, who was also the admissions teacher at the time, saying, "The child has an accident! Come over quickly!" "I asked her if the child is serious or not, and how his condition is. She kept saying," Come over and talk. "" Song Qing said.
According to Song Qing's understanding, around 11:30, the teacher took the children to take a shower after class and only then discovered that Li was swimming in the deep water area, with a purple face.
Witnesses watched the coach's emergency rescue at the scene, and more than a dozen cameras in the museum were not running.
Ms. Yao's two daughters, one is 7 years old and the other is 10 years old. The younger daughter and Li Moushuai learn to swim in the same group. The coach is also the same coach with the same surname Chang. Ms. Yao told reporters that she was the only adult witness at the scene except the staff. Because her little daughter's head had been afraid to enter the water for several days, she was allowed by the coach to accompany her temporarily on the shore.
At around 10:30 and around 11:00 on July 14th, Ms. Yao went to the swimming pool area twice. Ms. Yao remembers that around 11:30, Coach Chang was coaching her little daughter swimming in the middle of the pool from shallow to deep water. She heard a female staff member rushing towards the coach, shouting, "Hurry up! Hurry up!" and pointing towards the direction of the deep water area. Coach Chang then swam towards the deep water area suddenly.
When Ms. Yao called her youngest daughter back to the shallow water area, she saw from a distance that Li Shuai had been rescued ashore. Two staff members, including Coach Chang, took turns performing chest compressions, artificial respiration, and tapping the soles of her feet. The rescue lasted for more than 5 minutes.
"The children don't understand what drowning is. Some children are shouting, is someone choking on water?" Ms. Yao said, but the children gathered in the shallow water area, and no one came close to watch the rescue.
At present, Li's parents are still unclear about the exact time and cause of his son's drowning.

When Li Shuai's father arrived at the swimming pool, he saw that the 120 ambulance was already at the door. Li Shuai's lips were purple and his body had stopped moving
Song Qing told reporters that Li Moushuai was sent to the First People's Hospital of Jinzhong City and the Children's Hospital of Shanxi Province for rescue. Shortly after the rescue, the doctor informed the family that "the child has no vital signs." Song Qing found it difficult to accept his son's sudden departure and suffered from excessive grief and coma several times. Under the insistence of the family, the hospital relied on machines to maintain Li Shuai's vital signs for more than 30 hours, but ultimately failed to save the child's life.
Song Qing claimed that she learned from the police after the incident that the swimming pool in question had installed fifteen or sixteen surveillance cameras, but there were no monitoring hosts or display screens; At the same time, there were over 30 students on that day, with only two swimming coaches present, one of whom did not have a professional qualification certificate.
A parent of a student told reporters that there were over 30 students during the roll call in the lobby on July 14th. The group chat video at 10:32 on that day showed that there were more than 20 students in this video that did not record a complete scene.
Ms. Yao told reporters that on the morning of the incident, she entered the swimming pool area twice and found a total of four instructors, but at most only three appeared at the same time. Two male coaches were teaching in the water, mainly responsible for tutoring students who had not yet learned. One male had whistled on the shore to guide students in movements, while the other female had stared at students who swam better on the shore. It is uncertain whether the two were teaching assistants.
Ms. Yao also said that her eldest daughter remembers that the water depth in the deep water area is 1.9 meters. The coach once informed the students of the location of the deep and shallow water areas, and Li Shuai belongs to the "not learned" group of students.
Several interviewed parents told reporters that during the sales of courses, the staff of the swimming pool had told parents, "A coach only takes 6-8 children." They provided chat screenshots as evidence. Ms. Yao told reporters that she deliberately counted the number of people when entering the swimming pool area on July 13th, and a coach led 12 students.

According to the business registration information, Duolabao Children's Amusement Park in Yuci District, Jinzhong City was established in 2013 with a registered capital of 200000 yuan, and the legal representative is Gao Moulin. Gao Moulin is also the legal representative of Shanxi Duolabao Sports Culture Co., Ltd., which was established in 2021 with a registered capital of 1 million yuan.
On July 25th, the reporter called the public registration hotline of the Dorabarg Youth Swimming Center, who said that the matter was being handled and the specific situation could not be disclosed. It is currently uncertain whether the swimming center will still open. On the same day, the reporter called the police officers at the Zhao Police Station of the Yuci District Public Security Bureau. The investigating police officers stated that they were unable to disclose details and were waiting for the investigation results.
According to the family of the boy, four departments including the local sports bureau and public security have established an investigation team.
Shanxi local standards clearly stipulate that the number of swimming coaches in class shall not exceed 10
The reporter found that the official title of swimming training coach is "social sports instructor". According to the "National Fitness Regulations", social sports instructioners and rescuers engaged in high-risk sports business activities should obtain national professional qualification certificates.
The national standard "Conditions and Technical Requirements for the Opening of Sports Venues Part 1: Swimming Venues", which was implemented in May 2014, applies to all types of swimming pools open to the public for fitness. It is stipulated that the swimming pool should be equipped with at least three swimming lifeguards.
In addition, in July 2018, the local standard "Regulations for the Management of Sports Venues Part 2 Swimming Venues" issued by Shanxi Province required that for swimming training, the ratio of social sports instructors to trainees should not be less than 1:10, that is, the number of coaches in charge should not exceed 10.
The local standards in Shanxi Province also require the installation of video security monitoring systems in key areas of swimming pools, and meet the following requirements: full coverage of public areas and no blind spots; High definition camera; Monitoring records should be kept for at least 30 days.
A sports professor has stated that swimming teaching can be divided into deep water teaching and shallow water teaching. In recent years, there have been more and more deep-water teaching, and corresponding safety measures should also be strengthened, especially in terms of coach qualifications, lifeguard equipment, water quality management, etc., there should be no room for carelessness.
The reporter learned from the official website of the People's Government of Yuci District that on July 22, Yuci District held a summer student drowning prevention and safety work arrangement meeting. The meeting read out the "Implementation Plan for the Yuci District Summer Student Drowning Prevention and Safety Special Action", rearranged and redeployed the relevant work, and required all relevant units to organize and carry out the summer student drowning prevention and safety special action with strict, detailed, and practical measures.
