Russian Deputy Foreign Minister Riyabkov stated on the 3rd that Russia's decision to suspend the implementation of the New Strategic Arms Reduction Treaty is unwavering and does not depend on the response measures of the United States. He also urged the United States to abandon its fundamental stance of being enemies with Russia.
Riyabkov said that if the United States insists on using "ultimatum like" language, Russia will not accept dialogue conducted under this premise. He pointed out that due to the hostile policy adopted by the US, the pillars of the Russian US military control system are on the verge of collapse, and even in a state of "semi death". He emphasized that the condition for Russia's return to the New Strategic Arms Reduction Treaty is for the United States to abandon its fundamental position of being enemies with Russia. Riyabkov also said that according to the relevant treaties signed in 1988, Russia and the United States will still communicate information about the launch of intercontinental ballistic missiles and submarine launched missiles to each other, which will avoid dangerous situations.
Deputy Foreign Minister of Russia: The United States notifies the Russian side of countermeasures in advance
On the 1st of this month, the United States announced that it will cease providing Russia with some of the information required by the New Strategic Arms Reduction Treaty, including missile and launcher locations, as a countermeasure against Russia's continued violation of the treaty. Regarding this, Riyabkov stated that the US had already notified the Russian side of this countermeasures before announcing them, so the Russian side was not surprised.
The New Strategic Arms Reduction Treaty was signed by Russia and the United States in 2010, and is currently valid until February 5, 2026. After the expiration of the Sino missile Treaty between Russia and the United States in 2019, this treaty became the only arms control treaty between the two countries. Last August, the Russian Ministry of Foreign Affairs announced that Russia was forced to temporarily withdraw from the facility verification mechanism of the New Strategic Arms Reduction Treaty.
On February 28th this year, Russian President Putin signed a law on Russia's suspension of the implementation of the New Strategic Arms Reduction Treaty.
