These important requirements provide important guidelines and practical guidance for us to do a good job in the selection and appointment of cadres, correct the selection and appointment culture, and resolutely prevent the promotion and use of "sick cadres".

Clarify the specific responsibilities of the Party Committee in selecting and appointing cadres, refine the main responsibilities of the "top leaders" and the specific responsibilities of team members, play a good role in collective supervision, and prevent improper practices such as running errands and seeking official positions, making excuses and greetings. The disciplinary inspection authorities shall strictly monitor the integrity and self-discipline of the candidates to be promoted, and organize departments to implement the relevant work responsibilities such as cadre motions, democratic recommendations, inspections, discussion and decision-making, and appointment.

Strengthen the strict education and management of cadres, so that they can "get sick less" and "not get sick", and reduce "promotion with illness" from the source. If cadres themselves do not suffer from illness, there will be no problems of promotion or employment due to illness. We must persistently and deeply promote the comprehensive and strict governance of the Party, implement the requirements of comprehensive and strict governance into daily education and management, and consolidate the foundation for preventing cadres from suffering from illness. Strengthen the education on the ideals, beliefs, and party principles of cadres, strengthen discipline and rule education, educate and guide cadres to firmly establish a correct worldview, outlook on life, values, power, political achievements, and career views, build a dam of ideological resistance against corruption and change, and always tighten the string of clean governance. Strengthen daily strict management, improve the daily management system of the leadership team and cadre team, strengthen regular comprehensive analysis and judgment, ensure the daily understanding of cadres, timely grasp important situations and sensitive information changes of cadres, observe from multiple channels, levels, and sides, and comprehensively and dynamically grasp the daily situation and performance of cadres at critical moments. Establish a sound system for exchanging and rotating important positions to prevent the risk of illness caused by cadres staying in the same position for a long time.

Strictly follow the procedures for selecting and appointing cadres, and give full play to the role of institutional procedures as gatekeepers. Strengthen the supervision of cadre selection and appointment, and build a supervision system to prevent cadres from being promoted due to illness. Strengthen the supervision within the Party, strengthen the supervision over the human rights of the "top leaders", standardize their responsibilities and authorities in selecting and appointing people, prevent individuals from having the final say, and prevent nepotism and personal attachment.
