The recently released "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of Private Economy" proposes 31 policy measures in terms of overall requirements, continuous optimization of the development environment of private economy, increased support for private economy policies, strengthening legal protection for private economy development, focusing on promoting high-quality development of private economy, promoting healthy growth of private economy personnel, continuously creating a social atmosphere that cares about and promotes the development and growth of private economy, and strengthening organizational implementation.
The Opinion provides clear guidance and institutional arrangements on the business environment, policy support, legal protection, regulatory guidance, and public opinion atmosphere that private entrepreneurs are concerned about, and implements them into specific policy measures.
In terms of breaking down implicit barriers and stimulating the vitality of the private economy, the Opinion proposes four specific measures: firstly, continuously breaking down market access barriers. The second is to fully implement the fair competition policy system. The third is to improve the social credit incentive and constraint mechanism. The fourth is to improve the market-oriented restructuring mechanism.
