During this year's main flood season, severe flooding disasters occurred in some parts of China, including North China, the Yellow River and Huaihe River, and Northeast China, due to the extreme heavy rainfall caused by typhoons. To implement the decisions and deployments of the Central Committee of the Communist Party of China, all regions and departments should accelerate the restoration of disaster damaged farmland and agricultural facilities, increase the guarantee of agricultural supplies, strengthen guidance on agricultural technology for farmers, organize farmers to actively replant and remedy crops, strive to reduce disaster losses, and resolutely win the tough battle of fighting against disasters and achieving abundant food and agricultural harvests.
Everything is leisurely, and eating is important.China, with a population of over 1.4 billion, must always rely on self-reliance to ensure its own livelihood. We firmly grasp the initiative of food security, and ensure that grain production is tightened year by year, followed by seasonal changes, with a tight and closely linked cycle. The cornerstone of agriculture, rural areas, and farmers has firmly stabilized expectations, prices, and the overall economy. At the same time, we must also be aware that at a new starting point, the more we move forward in grain production, the greater the difficulty. The difficulty lies not only in the rigid growth of food demand and the increasing pressure to secure a stable job, but also in how to improve quality while stabilizing quantity, and more importantly, in how to scientifically and effectively respond to the uncertain factors caused by various disasters.
Stable and abundant grain production requires not only the help of heaven, but also the efforts of people and the implementation of policies. China has a vast territory and diverse climate types. In recent years, with global climate change, there has been an increase in extreme weather events, which have had adverse effects on food and agricultural production. When the weather is not perfect, only by taking more initiative can we reap a bountiful harvest. For example, after a flood disaster, efforts should be made to quickly drain the accumulated water in the fields, and to do a good job in post disaster field management and replanting; Post disaster epidemic and pest prevention are also particularly important. We must resolutely curb the outbreak of diseases and pests, and strengthen animal disease prevention and control. Maintaining a sense of responsibility of constantly being at ease and restoring agricultural production conditions and normal rural life order as soon as possible is essential to bring food production back on track as soon as possible.
In the process of passing through various checkpoints such as typhoon, flood, and pest control, we have also continuously accumulated experience in fighting disasters and achieving abundant harvests. For example, it is necessary to estimate the adverse effects of disasters more fully, tighten the string of disaster prevention and reduction, build more complete mechanisms such as policy incentives, investment guarantees, and technology promotion, and implement more detailed and practical measures to scientifically carry out self rescue production and restore post disaster production as soon as possible. It is precisely by adhering to the bottom line thinking, focusing on the worst, and making comprehensive preparations that this summer's grain production has been affected by severe "bad rain" weather, but still achieved a bumper harvest, laying a solid foundation for stable annual grain production.
Autumn grain production accounts for three-quarters of the annual grain production, making it the largest producer of grain throughout the year. Currently, it is a critical period for the formation of autumn crop yields. Each region and department should draw on the experience of disaster resistance from the difficult summer harvest, strengthen confidence in stable production, take unconventional measures, and implement measures to restore post disaster agricultural production, stabilize grain and important agricultural product production in detail. At the same time, it is necessary to adhere to bottom line thinking, tailor policies to local conditions and implement them accurately, and understand the situation clearly by region, crop, and link. By striving to improve the accuracy, effectiveness, and scientificity of disaster prevention and reduction, and minimizing disaster losses, we can strive to increase production in non disaster areas, maintain stable production in light disaster areas, and reduce production in severe disaster areas, ensuring stable food production throughout the year.
In recent years, significant progress has been made in the construction of China's agricultural disaster prevention and reduction system, but there are still shortcomings. In many places, agricultural production still relies on natural resources, and some areas lack specialized disaster prevention and reduction capabilities. In the long run, we should make up for the shortcomings in facilities as soon as possible, continuously strengthen the construction of agricultural disaster prevention and reduction capabilities, deeply implement the strategy of "storing grain in the land and storing grain in technology", strengthen the construction of high standard farmland, improve agricultural water conservancy infrastructure, and enhance the resilience and adaptability of agriculture to natural disasters. At the same time, we will further strengthen innovation and focus on achieving breakthroughs in technologies related to agricultural adaptation to climate change, such as cultivating climate adapted crop varieties, promoting adaptation technologies such as water-saving irrigation and drought resistance and moisture retention, and truly transforming food and agricultural production from "watching the weather for food" to "knowing the weather for work".
