Enhance overall command capabilities. Flood control and disaster relief often involve a large number of personnel, heavy tasks, and tight schedules. Clarifying the specific positions and responsibilities during the critical period of flood control and disaster relief, constructing a unified command, division of labor and cooperation, equal rights and responsibilities, and efficient collaboration work pattern, is necessary to integrate the forces and resources of all parties, form a joint force, and ensure orderly command and dispatch.
