At the meeting, the "List of Prohibited Behaviors for Project Evaluation Requests of the National Natural Science Foundation of China" was printed, which stipulated 24 prohibited behaviors from the dimensions of scientific researchers, supporting units, evaluation experts, and staff of the National Natural Science Foundation of China. At the evaluation site, Wang Qidong, Executive Deputy Director of the Department of Engineering and Materials Science, told reporters that the evaluation atmosphere this year has significantly improved compared to previous years. "In the past, we have taken many preventive measures to address the issue of 'greeting', but our deterrence is not sufficient. After carrying out special rectification this year, the evaluation process has become stricter, and we have made every effort to create a fair vote atmosphere for experts."
It is reported that project review includes communication review and meeting review. In the communication review stage, the department sends the application submitted by each applicant to the experts for review through a dedicated information system and provides comprehensive evaluation and funding opinions. Each science department holds a meeting to discuss and vote based on the expert review opinions, and finally selects the list of applicants to participate in the meeting review. "According to the improved project review process, applicants are not allowed to stay in the hotel where the experts are staying during the meeting review period, and can only go to the venue during the designated defense time. Experts are allowed to stay in the hotel one day in advance, and electronic devices such as mobile phones are handed over to the staff for centralized management when signing in. The grouping information of the venue is only known at the moment before the evaluation begins, and the applicant information can only be seen when entering the evaluation meeting room. All evaluations are compressed to one day and the experts do not leave the venue, minimizing the possibility of affecting the fairness of the evaluation," said Wang Qidong.
"This is my first time participating in a conference review, and I feel that the entire process is strict, formal, and smooth." Professor Cai Baoping from China University of Petroleum admitted to reporters that he had encountered a situation of "greeting" when participating in communication reviews before. "After special rectification, the current review atmosphere is much better than before. As a reviewer, I have much less psychological pressure and less interference, which also helps to further create a clean and positive research environment."
