Affected by the northward movement of residual water vapor from Typhoon No. 5 and the shear behind the subtropical high, Jilin Province experienced the strongest precipitation process since the beginning of the flood season on the afternoon of August 1st. As of 8:00 on the 5th, the average precipitation in the province reached 50.2 millimeters, with the largest amount of precipitation occurring at Yongsheng Forest Farm in Shulan City, reaching 501.1 millimeters.
At 20:55 on the 3rd, the Shulan City Fire Rescue Brigade received a public alarm and orders from the local party committee and government to immediately carry out emergency rescue work. At this time, the Jilin City Fire Rescue Detachment quickly mobilized a heavy water rescue team to rush to Shulan, and simultaneously gathered follow-up reinforcement forces to immediately deploy.
At around 0:00 on the 4th, the heavy water rescue team of Jilin Fire Rescue Detachment rushed to the area with the most severe rainfall in this round - Yongsheng Forest Farm. Here, floods have destroyed some bridges and roads, and a few villages have lost communication. 14 members of the rescue team immediately formed an advance search and rescue team and rushed into the disaster area to carry out search and rescue: traffic was blocked, and the team members used special vehicles to slow down. When encountering a rapids covered with debris and special vehicles unable to pass, they groped for a relatively slow flow position, used ropes to build a rope bridge, and passed through in groups. Along the way, they also rescued and transferred multiple trapped and injured people.
At around 11:00 on the 5th, after 36 hours of unremitting efforts, the search and rescue team was dispatched to contact all the lost villages. As a result, all the disconnected points caused by the flood in Shulan have been restored to connectivity.
At present, Shulan City has carried out two preventive and emergency transfers, with a total of 18916 people transferred and 21 temporary resettlement points set up.
In recent days, Yushu City has also experienced consecutive heavy rainfall. At 20:25 on the second day, the police of Xinzhuang Police Station of Yushu Public Security Bureau learned that a large number of houses were flooded due to rainstorm, and a family was trapped in their home.
Police officers Liu Fengxin and Wang Xilong from Xinzhuang Police Station quickly arrived and faced waist deep water accumulation. Liu Fengxin tied a rope around his waist and waded into the water to carry out rescue operations. The elderly person who was trapped was old and had difficulty walking, so Liu Fengxin carried him out of the yard.
After delivering the elderly to a safe location, Liu Fengxin and his colleagues inspected the houses in Yaoxin Village, Xinzhuang Town, where the water level was too high, and organized villagers to drive forklifts to promptly transfer the trapped people to a safe area for resettlement.
On the evening of the 3rd, due to rainfall, the urban power generation substation of State Grid Yushu Power Supply Company was flooded with rainwater, affecting the electricity safety of rural residents. State Grid Yushu Power Supply Company immediately activated the flood prevention plan and quickly carried out flood prevention operations such as cofferdam, pumping, and dredging ditches, restoring power supply as quickly as possible.
On the 5th, the heavy rainfall process in Jilin Province has basically ended. That afternoon, at the temporary storage point of the 25th Middle School in Shulan City, staff were busy transporting emergency supplies from the school playground to helicopters, preparing to air drop supplies for some affected areas.
