The basic principles of innovation and integration, safety and convenience will further build a high-quality charging infrastructure system.
The Guiding Opinions propose to establish a high-quality charging infrastructure system with extensive coverage, moderate scale, reasonable structure, and complete functions by 2030, which will effectively support the development of the new energy vehicle industry and meet the charging needs of the people for travel; Build a charging network with urban layout, highway layout, and rural point layout. Strive to exceed the proportion of registered electric vehicles in cities with standardized charging conditions in operating parking lots of large and medium-sized cities, and steadily increase the coverage of charging services in rural areas; The charging infrastructure complements each other in speed, is intelligent and open, and charging services are safe, reliable, and economically convenient. The standard specifications and market supervision system are basically complete, and the industry supervision and governance capabilities are basically modernized. Technical equipment and technological innovation have reached the world's advanced level.
The Guiding Opinions specify five tasks. One is to optimize and improve the network layout. Build a convenient and efficient intercity charging network and an interconnected urban agglomeration charging network, and accelerate the filling of the gaps in road network charging infrastructure between key cities. Build a structurally sound urban charging network, with a focus on covering "two zones" and "three centers". Build effective coverage of charging networks in rural areas, and create demonstration counties and townships for charging infrastructure construction and application in areas with good infrastructure as needed.

The fifth is to increase support and guarantee efforts. The main responsibility of local governments to coordinate and promote the development of charging infrastructure is to tighten and compact. Implement the peak and valley time of use electricity price policy, and exempt the demand electricity fee for centralized charging and swapping facilities that implement two-part electricity prices by 2030.
