Guangdong Provincial People's Government and Ministry of Natural Resources:

We have received the request from the Ministry of Natural Resources for approval of the Guangdong Provincial Land and Space Planning. The following approval is hereby given:

1、 Agree in principle to the Guangdong Provincial Land and Space Plan. The Plan is a guide for spatial development and a blueprint for sustainable development in Guangdong Province. It is the basic basis for various development, protection, and construction activities. Please organize and implement it carefully. Guangdong Province is the vanguard, pioneer, and experimental zone of reform and opening up, and an important window to showcase China's achievements in reform and opening up to the world.

2、 Building a solid spatial foundation for safe development. By 2035, the total amount of cultivated land in Guangdong Province will not be less than 27.51 million mu, of which the protected area of permanent basic farmland will not be less than 25.23 million mu; The ecological protection red line shall not be less than 50700 square kilometers, of which the marine ecological protection red line shall not be less than 16600 square kilometers; The expansion multiple of urban development boundaries should be controlled within 1.3 times the scale of urban construction land based on 2020; The decrease in land use area for construction per unit of GDP shall not be less than 40%; The retention rate of natural coastline on the mainland shall not be lower than the national task, with a minimum of 36.4% in 2025; The total water consumption shall not exceed the national task, with a maximum of 43.5 billion cubic meters in 2025; Except for major national projects, land reclamation is strictly prohibited; Strict management of uninhabited islands.

3、 Build a national spatial system that supports the new development pattern. We will deepen the implementation of regional coordinated development strategies, major regional strategies, main functional area strategies, and new urbanization strategies, promote the construction of land sea transportation channels, strengthen coordination with the layout of Hong Kong and Macao regions, promote the formation of a new pattern of national spatial development and protection with obvious main functions, complementary advantages, and high-quality development, and create a strategic pivot for domestic and international dual circulation.

4、 System optimization of national spatial development and protection pattern. Utilize comparative advantages, optimize the positioning of main functions, and improve differentiated support policies. Strictly protect arable land and permanent basic farmland, ensure the use of good farmland and grain, optimize the layout of fine agriculture in southern Guangdong, ensure the safe supply of regional food and important agricultural products, promote the integration of urban and rural spatial functions, and build a number of distinctive and radiating demonstration zones for rural revitalization, providing a "Guangdong model" for the construction of livable, business friendly and beautiful countryside. We will strengthen national ecological security barriers in hilly and mountainous areas in the south, coastal zones and other areas, strengthen spatial control of rivers and lakes, strengthen shoreline restoration and ecological improvement in the the Pearl River basin, strengthen biodiversity protection, and strictly implement use control on the "three fields and one channel" of rare marine organisms. Build the Pearl River Delta into a world-class urban agglomeration, create a modern industrial highland with global competitiveness, ensure the development space of the real economy, improve the regional public service system, enhance the level of resource conservation and intensive utilization, and improve the quality of living environment in urban areas. Taking the Pearl River Delta port cluster as the core, leveraging the leading and driving role of the Bay Area, constructing a comprehensive sea land channel network, creating a gateway hub for land sea linkage and two-way opening, and leveraging the role of the ocean as a strategic hub for high-quality development. Based on the "one map" of national spatial planning, coordinate various special planning spatial arrangements, and enhance the carrying capacity of national spatial planning. Protect, inherit and utilize excellent traditional culture, comprehensively protect and systematically utilize cultural and natural heritage, and shape a unique Lingnan water town and charming coastline.

5、 Maintain the seriousness and authority of planning. The "Plan" is a comprehensive arrangement for the land and space of Guangdong Province, which is a policy and overall outline for the protection, development, utilization, and restoration of the provincial land and space. It must be strictly implemented, and no department or individual may arbitrarily modify or violate regulations. According to the requirements of regular physical examinations and five-year evaluations, we will improve the monitoring, evaluation, and early warning mechanisms for the implementation of national spatial planning at all levels and types, and use the results of planning evaluations as an important basis for supervision and assessment of planning implementation. Establish a sound linkage mechanism for planning supervision, law enforcement, and accountability, and implement full lifecycle management of planning.

6、 Ensure effective planning and implementation. The People's Government of Guangdong Province should strengthen organizational leadership, clarify the division of responsibilities, improve work mechanisms, and improve supporting policies and measures. Ensure the issuance and disclosure of the Plan, and strengthen social supervision. Organize and complete the overall planning, detailed planning, and relevant special planning of local land and space at all levels, and accelerate the formation of a unified land and space planning system. Strengthen the guidance and constraints on special plans, and coordinate special plans related to water conservancy, transportation, energy, agriculture, cultural relics protection, etc. in a unified map of national spatial planning. Establish and improve the system of provincial, municipal, and county land and spatial planning committees, and play a coordinating role in the implementation and management of land and spatial planning. According to the national spatial planning, coordinate the development and protection of national spatial resources, and enhance the level of national spatial planning, construction, and governance throughout the province. The Ministry of Natural Resources should closely coordinate and cooperate with relevant parties according to their respective responsibilities, strengthen guidance, supervision, and evaluation, accelerate the establishment of a full lifecycle management system for the implementation of the Plan, and ensure the achievement of the goals and tasks determined in the Plan. All relevant departments must resolutely implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council on the "integration of multiple plans" reform, and not establish other spatial plans outside the national land spatial planning system. Major issues in the implementation of the Plan should be promptly reported and consulted.
