To the market supervision bureaus of various provinces, autonomous regions, municipalities directly under the central government, and Xinjiang Production and Construction Corps:
Recently, rainstorm and flood disasters occurred in North China, Huang Huai River and other places, and an earthquake occurred in Dezhou, Shandong Province, increasing the risk of food safety. In order to strengthen food safety work during natural disasters and effectively ensure the food safety of the people, the relevant matters are hereby notified as follows:
1. compaction compaction of the main responsibility. Supervise and urge food production and operation enterprises to strictly implement the system and mechanism of "daily control, weekly inspection and monthly scheduling", comprehensively carry out the investigation of potential risks such as site environment, facilities and equipment, raw material procurement, processing and production, storage management, temperature and humidity conditions, and personnel health, and strictly prevent the food raw materials, semi-finished products and finished products from spoilage, mildew and insects in the process of production and operation. Food soaked in flood and packaging is not allowed; before resuming production and operation, we should carry out self-examination in an all-round way, and conscientiously do a good job in the cleaning of food raw materials, environmental cleaning, equipment maintenance, and utensils disinfection, so as to ensure that it meets the requirements of food production and operation.
2. strictly implement the regulatory responsibility. Guide the local market supervision department to organize targeted supervision and inspection, urge food producers and operators to take effective measures to prevent food pollution and prevent substandard food from entering the market; for food that is centrally allocated, donated, and sold to the disaster area and produced and sold by enterprises in the disaster area For food, it is necessary to increase supervision and sampling inspections, and all unqualified food found will be removed from the shelves, recalled, and destroyed, and corresponding disposal measures will be taken; severely crack down on the production and sale of food that does not meet food safety standards, expired food, moldy and spoiled food and other illegal activities. Guide and help disaster-stricken food producers and operators to resume production and resume the market, and provide convenience for them in accordance with laws and regulations in terms of license filing, inspection and testing.
3. supervise the implementation of the guarantee responsibility. Instruct all levels of guarantee cadres to carefully compare the responsibility list and task list to carry out guarantee supervision. During natural disasters, the frequency of supervision should be increased. For food producers and operators that may be affected by disasters, they should rely on the front office and on-site supervision. Strengthen the connection between insurance and supervision, through coordination and information sharing, and work together to prevent and control food safety risks and respond to emergencies.
4. strengthen the popularization of food safety science. Timely release food safety consumption tips to guide people in disaster-stricken areas to effectively improve their food safety awareness and self-protection ability, do not drink unclean water, do not buy ingredients from unknown sources, and do not eat undercooked food. Strengthen public opinion monitoring and public opinion guidance, timely and steadily respond to social concerns, actively manage food safety rumors, and scientifically prevent and resolve food safety public opinion risks.
5. strengthen organizational security and emergency duty. Local market supervision departments should attach great importance to food safety work in flood season, adhere to the people first and life first, strengthen organizational leadership and business guidance, strictly implement the requirements of food safety emergency plans, and pay close attention to various work measures, so as to be responsible, responsible and responsible. Strictly implement the system of 24-hour duty and leading cadres, earnestly implement the requirements of direct reporting of important information, and report major situations as soon as possible. Unblock the channels for 12315 complaints and reports, promptly accept and deal with food safety issues reported by consumers, and effectively safeguard the legitimate rights and interests of the people.
