Recently, it was rumored online that there is a prison in Hebei Province that charges 50 yuan per 20 minute online visit to relatives, which has attracted the attention and questioning of netizens. A staff member of Baoding Prison stated that face-to-face meetings are free of charge, and remote video meetings are convenient services provided by third-party companies, and the fees are also collected by the third-party companies.
How to determine the relevant fee standards? On the morning of August 9th, a staff member of the Prison Management Bureau of Hebei Province told Pengpai News that the bureau is currently verifying this matter. For detailed information, please contact the bureau's office for a unified response. Pengpai News has made multiple phone calls to the office of the bureau, but as of the time of publication, no one has answered.
Pengpai News has noticed that as a convenient measure, in addition to Hebei, other provinces have also opened "visible family phone calls" in prisons, but the charging standards are different. Some prisons claim that the prison does not charge, and the resulting fees are collected by development service companies; Some provincial prisons use official mini programs, and staff claim they are free.

After using Pengpai News, it was found that within this mini program, you can choose to make appointments for family meeting services in 15 prisons in Baoding, Jizhong, Dingzhou, and other places. The fee standard is consistent with the online content: a successful meeting will cost 50 yuan, 20 minutes per meeting, and once a month.
On the morning of August 9th, Pengpai News called the customer service hotline of Lichi Information. Regarding the charging standards and other issues, the customer service personnel stated that they were not clear and needed the company's responsible person to respond and explain. At around 14:00, Pengpai News called the customer service hotline again, and the staff stated that they had sent the journalist's phone number to the "General Manager". As of the time of publication, Pengpai News had not received a response. On the same day, the phone calls made by Pengpai News to the official website of Lichi Information were all unanswered.
According to official website information, the company was established on September 20, 2016 and is a new technology company focused on the research and development, production, and sales of prison comprehensive systems. The official website also introduced that its independently developed prison remote video conferencing platform was deployed and put into operation in the prison system of Hebei Province in November 2020. As of the end of July 2021, a total of 60000 criminal interviews have been completed. "Received unanimous praise from criminals and their families."
In the "Proposal for Prison Remote Video Meeting System Solution" published by the company, it is mentioned that the company has communicated and reported with multiple prisons and management departments. While providing system convenience, it has also solved the uncontrollable security risks during the call process and has been applied in multiple prisons, ensuring the safety and reliability of the call process. It can enable relatives to meet with inmates through video without leaving their homes.
According to the Tianyancha App, Lichi Information won the bid for the Hebei Province Women's Prison Meeting Management Platform project in 2023. The winning bid amount is over 320000 yuan, and the supply period is 20 calendar days.
An interview with Pengpai News found that there are also other service providers conducting this business in Hebei Province.
