The Office of the Inter-ministerial Joint Conference on Coordination and Supervision of New Transportation formats emphasized that it is necessary to thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions on promoting the standardized, healthy and sustainable development of platform enterprises, and earnestly implement the relevant speech requirements of Premier Li Qiang's forum on platform enterprises, and strive to create A fair and competitive market environment, strengthen industry compliance operations, jointly maintain a good industry ecology, and promote the healthy and sustainable development of new transportation formats.
The interview pointed out that the overall development of the ride hailing industry is stable and orderly, with a continuous increase in compliance rate and further standardization of market order. However, there are still some ride hailing platforms and aggregation platform companies that have problems such as inadequate implementation of corporate responsibilities, arbitrary adjustment of operating rules, infringement of the legitimate rights and interests of passengers and employees, and disruption of fair market competition order. There are unstable risks and hidden dangers, and even some platform companies have experienced operational safety accidents.
The first requirement for the interview is to maintain a fair and competitive market order. Optimize and improve service levels, eliminate unfair competition, and create a favorable market development environment. The second is to strictly implement the main responsibility of enterprises. Maintain a relatively stable business strategy, smooth channels for seeking benefits, and actively prevent and resolve risks and hidden dangers. The third is to effectively safeguard the legitimate rights and interests of drivers. Further standardize business behavior, establish reasonable operating rules, strengthen communication and negotiation with the driver group, and implement practical requirements for reducing excessive commission rates and improving people's livelihoods. The fourth is to effectively protect the legitimate rights and interests of passengers. The ride hailing aggregation platform and its cooperating ride hailing platform companies should establish and improve the first inquiry responsibility system in accordance with the law, and promptly and properly handle inquiries and complaints. The fifth is to accelerate the standardization process of ride hailing services. Strictly control the registration of drivers and vehicles, and accelerate the clearance of unqualified personnel and vehicles. Aggregation platform companies must strictly verify the business license qualifications of the connected ride hailing platform companies, supervise ride hailing platform companies to strictly verify and control the licenses related to drivers and vehicles, and ensure lawful and compliant operation. Sixth, strengthen transportation safety management.
