The reporter learned from the Office of the Leading Group for Handling the "8.21" Natural Disaster Event in Jinyang County, Liangshan Prefecture, Sichuan Province that around 5am on August 21st, a natural disaster occurred in Dengchang Village, Lujian Town, Jinyang County, Liangshan Prefecture, due to the impact of short-term heavy rainfall. After preliminary investigation, the natural disaster occurred at the construction site of the JN section of the Yangtze River Expressway project, with a total of 85 personnel on the site. As of 13:30 on the same day, 79 people were successfully searched and rescued, and the remaining 6 people are currently being searched and rescued.
After the disaster occurred, Jinyang County immediately activated the emergency plan and organized forces to rush to the scene to carry out emergency rescue and disposal work. At present, more than 500 emergency, firefighting, medical, public security, township and other rescue forces have been organized, equipped with excavators, loaders, rescue vehicles and other equipment. They are working tirelessly to carry out search and rescue operations, strengthen on-site risk investigation and monitoring, and resolutely prevent secondary disasters from occurring.

Affected by heavy rainfall, in the early morning of August 21st, a flash flood occurred in Jinyang County, Liangshan Prefecture, trapping people inside a construction shed. On August 20th, the Sichuan Provincial Department of Water Resources and the Sichuan Provincial Meteorological Bureau jointly issued a blue warning for flash floods. According to the warning, from 20:00 on August 20, 2023 to 20:00 on August 21, 2023, 25 counties including Jianwei, Muchuan, Ebian, and Mabian in Leshan City, Renhe, Miyi, and Yanbian in Panzhihua City, Rongxian in Zigong City, Xuzhou and Pingshan in Yibin City, Xichang, Yanyuan, Dechang, Ningnan, Puge, Butuo, Jinyang, Zhaojue, Xide, Mianning, Yuexi, Ganluo, Meigu, Leibo, and Shimian in Ya'an City may experience flash floods.
