Six "Beijing officials" went to their respective places for over two months

On August 22, the 15th meeting of the 16th Standing Committee of the People's Congress of Changji Prefecture, Xinjiang, appointed Li Dan as the Deputy Governor of the Autonomous Prefecture. Li Dan previously worked at the North China Nuclear and Radiation Safety Supervision Station of the Ministry of Ecology and Environment, and this time he is conducting a new exchange between the central and local governments.

Since the launch of the reform and opening up by the Organization Department of the Communist Party of China in 2010, the largest exchange and appointment of central and local officials has become an important channel for the appointment of central and state officials. According to the political analysis of Bailuzhou, at least 5 provinces have welcomed 6 cadres from central and State Council institutions in the past two months:

On June 19th, Jiang Tianbao was appointed as a member of the Standing Committee of the Liaoning Provincial Party Committee and Minister of the Organization Department. Previously, he was the Deputy Director of the National Rural Revitalization Bureau;

On June 20th, Zhao Cheng publicly attended the event as a member of the Standing Committee of the Zhejiang Provincial Party Committee and Minister of Propaganda Department, previously serving as the Vice President of Xinhua News Agency;

On July 12, Cui Suxiang and Xiao Li were appointed as the vice mayors of Jingdezhen. Cui Suxiang was previously the second level inspector of the Hong Kong, Macao and Taiwan Office of the Ministry of Culture and Tourism, and Xiao Li was previously the deputy director of the Department of Cultural Relics and Monuments of the National Cutural Heritage Administration;

On July 24th, Guan Jirong was appointed as the Deputy Secretary General of the Hainan Provincial Party Committee and the Executive Deputy Director of the Deep Reform Office of the Provincial Party Committee. Previously, he was the Deputy Director of the Regional Economic Department of the National Development and Reform Commission;

On August 22nd, Li Dan was appointed as the Deputy Governor of Changji Prefecture. Previously, he was a member of the Party Group and the leader of the Discipline Inspection Group of the North China Nuclear and Radiation Safety Supervision Station of the Ministry of Ecology and Environment.

From the positions before the exchange, it can be seen that most of them come from the ministries and commissions of the State Council, mostly in the category of director, at the level of department or bureau, and are transferred to local level positions. Zhao Cheng comes from a directly affiliated public institution of the State Council, and he is transferred from the deputy ministerial level to the local level.

From the post exchange positions, it can be seen that Cui Suxiang, Xiao Li, and Li Dan have been appointed as deputy mayors of prefecture level municipal governments, and Cui Suxiang has also joined the standing committee of the municipal party committee. Jiang Tianbao and Zhao Cheng have been appointed as members of the Standing Committee of the Provincial Party Committee and also serve as department heads. Among them, after this exchange, Jiang Tianbao was promoted to the deputy provincial and ministerial level. Guan Jirong entered a provincial-level unit for employment.

At present, the Party Committee and the government are popular units for communication, and all six cadres have been transferred to the Party and government departments. What impact will the exchange of "Beijing officials" to local areas bring?

Li Dan

Li Dan, the deputy governor of the "quasi 80s generation" who participated in this exchange between the central and local governments, has worked for a long time at the former Ministry of Environmental Protection. He has served as the deputy director and researcher of the Environmental Emergency and Accident Investigation Center of the Ministry of Environmental Protection, as well as the director of the Administrative System and Personnel Department.

After the institutional reform, Li Dan served as the Director of the Administrative System and Personnel Department of the Ministry of Ecology and Environment, as well as a Level 1 Researcher. In January last year, he became a member of the Party Group and the leader of the Discipline Inspection Group of the Xinhua North Nuclear and Radiation Safety Supervision Station.

The North China Nuclear and Radiation Safety Supervision Station is an agency dispatched by the Ministry of Ecology and Environment, responsible for nuclear and radiation safety supervision within the six provinces of Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia, and Henan, as well as the Tianwan Nuclear Power Plant in Jiangsu.

Four days later, at the special consultation and political conference on "Integrated Protection and Systematic Governance of Mountains, Rivers, Forests, Fields, Lakes, Grasslands and Sands" held by the Changji Prefecture Political Consultative Conference, Li Dan reported on the situation of integrated protection and systematic governance of mountains, rivers, forests, fields, lakes, grasses and sands in Changji Prefecture.

Cadres who receive exchanges between the central and local governments often mean being valued and trained. In grassroots practice, they can delve deeper into reality, elevate their theoretical knowledge, and become more grounded, which is also a necessary path for them to take on greater political responsibilities in the future. From the distribution of knowledge structures among the six cadres, it can be seen that their academic backgrounds are different. For example, Jiang Tianbao holds a Master's degree in Public Administration, Guan Jirong holds a Master's degree in Economics, and Xiao Li holds a Master's degree in History; Zhao Cheng comes from the news department, while Cui Suxiang comes from the tourism management major.

Cui Suxiang

Cui Suxiang was born in January 1966, with a Bachelor of Laws degree and an in-service graduate degree in Tourism Management. Formerly served as the Deputy Director of the Personnel Department of the former National Tourism Administration and a Level 2 Inspector of the Hong Kong, Macao, and Taiwan Affairs Office of the Ministry of Culture and Tourism.

Xiao Li

Xiao Li is a cadre of the "quasi 75th generation". She was born in March 1974 and has a master's degree in history. She has long served in the National Cutural Heritage Administration under the administration of the Ministry of Culture, Tourism and Tourism. She once served as the director of the World Heritage Division of the Department of Cultural Relics and Monuments of the National Cutural Heritage Administration, and vice director of the Department in 2022.

The city of Jingdezhen, also known as the "Porcelain Capital", where they are taking office, is one of the first national historical and cultural cities, the world capital of handicrafts and folk art, the most charming cultural tourism city in China, and a demonstration city for national ecological civilization construction.

In addition, Jingdezhen has abundant intangible cultural heritage resources. Currently, Jingdezhen City is applying for World Cultural Heritage under the theme of "Jingdezhen Kiln Site".

The main responsibilities of the Department of Cultural Relics and Monuments of the National Cutural Heritage Administration, where Xiao Li worked previously, include undertaking the review, approval, qualification and accreditation management of cultural relics protection, and undertaking the declaration, protection, management and supervision of world cultural heritage.

Bailuzhou Zhizheng noticed that when Guan Qiang, the deputy director of the National Cutural Heritage Administration, led a team to Jingdezhen to investigate and apply for world cultural heritage from June 30 to July 1, Xiao Li accompanied the investigation as a candidate nominated by the deputy director of the Department of Cultural Relics and Monuments of the National Cutural Heritage Administration and the deputy mayor of Jingdezhen. After taking office, Xiao Li attended several meetings related to Jingdezhen's application for World Cultural Heritage.

When it comes to "professional matching", it is impossible to avoid Zhao Cheng, who has been appointed as a member of the Standing Committee of the Zhejiang Provincial Party Committee and Minister of Propaganda.

Zhao Cheng

Zhao Cheng is a veteran who has been fighting on the news and propaganda front for a long time. He was born in October 1967 and worked at Xinhua News Agency for 30 years before being transferred to Zhejiang. He was awarded the 15th Yangtze River Taofen Award "Yangtze River Series", which is the highest national award for outstanding news workers and authors approved by the central government.

He joined the Xinhua News Agency in 1992 to start his journalism career. He used to be the vice president and president of the Liaoning Branch of the Xinhua News Agency, the director of the Xinhua News Agency's domestic department, etc. He also went to work in the Xizang Branch in August 1997 for nearly a year, during which he participated in the report of the great snow disaster in Naqu, Xizang. In September 2022, Zhao Cheng was promoted to the position of Vice President of Xinhua News Agency and assumed the new position in Zhejiang.

It is worth mentioning that Zhao Cheng was also the first author of two lengthy newsletters broadcasted by Xinhua News Agency after the 19th and 20th National Congress of the Communist Party of China, titled "Record of the emergence of the new central leadership of the Party".

Prior to Zhao Cheng, there were several cases of Vice Presidents of Xinhua News Agency being "parachuted" to serve as members of the Standing Committee of the Provincial Party Committee and Minister of Propaganda. For example, in 2012, Tuo Zhen, then Vice President of Xinhua News Agency, was transferred to serve as a member of the Standing Committee of the Guangdong Provincial Party Committee and Minister of Propaganda Department; In 2015, Shen Haixiong, then Vice President of Xinhua News Agency, took over the position from Tuo Zhen. Guan Jirong

Guan Jirong is a Manchu cadre born in April 1974. He has worked in multiple departments, including the Northeast Revitalization Department of the National Development and Reform Commission, the Northeast Revitalization Department of Old Industrial Bases, the Regulations Department, and the Regional Economic Department. He has also served as the Director of the Resource oriented City Development Department, Deputy Director of the Regulations Department, and Deputy Director of the Regional Economic Department of the Northeast Revitalization Department of Old Industrial Bases.

In December 2019, Guan Jirong also went to Quzhou, Zhejiang Province as the leader of the second inspection group of the third inspection group of the Office of the Central Committee for the Comprehensive Rule of Law to conduct on-site inspections on the construction of a rule of law government.

In recent years, batches of central cadres from the National Development and Reform Commission and other departments have gone to Hainan to perform their duties, which cannot be separated from an important background.

In August 2019, the Central Organization Department, the National Development and Reform Commission, and seven other departments jointly issued the Implementation Plan for Supporting Hainan's Innovation of Talent Development System and Mechanism, stating that they will provide strong talent support for Hainan's comprehensive deepening of reform and opening up.

The plan also points out that seven departments, including the National Development and Reform Commission and the Ministry of Finance, should provide preferential support to Hainan in terms of institutional mechanism innovation and talent project arrangements.

Cadres returning to Beijing and returning to local areas

During this exchange between the central and local governments, Jiang Tianbao returned to the local area after a year. He had previously worked in his hometown of Sichuan for 30 years, and at the beginning of last year, he transferred from Sichuan to the National Rural Revitalization Bureau. Jiang Tianbao

Jiang Tianbao was born in February 1968 in Yingshan, Sichuan. After graduating from Sichuan Agricultural University in 1991, he worked at the Sichuan Provincial Department of Agriculture for nearly 23 years, from a cadre in the Soil and Fertilizer Department to deputy director. In 2014, he entered the organizational system from the agricultural system and was transferred to serve as a member of the Standing Committee of the Deyang Municipal Party Committee and Minister of the Organization Department. He then served in the Sichuan Organization System for 7 years and was transferred to the Organization Department of the Sichuan Provincial Party Committee in 2016. He successively served as the Deputy Minister and Executive Deputy Minister of the Organization Department,

In 2019, Jiang Tianbao, who was then the Executive Vice Minister of the Organization Department of the Sichuan Provincial Party Committee, published a signed article in the Learning Times as a student of the Youth Class 1 of the Central Party School, titled "Stupid and mediocre officials, Taiping officials want them to stand aside.".
