Sink down to the front line and listen to the voices of the people, do a good job in solving people's worries through practical work (new observation of cadre status, promoting the trend of investigation and research). Through | Truck | Status
Without investigation, there is no right to speak, and without investigation, there is no decision-making power. Investigation and research are effective ways for party members and cadres to transform their work style, closely connect with the masses, improve their performance skills, and strengthen their sense of responsibility.
To improve the effectiveness of research, it is necessary to adhere to a problem oriented approach, enhance problem awareness, be good at identifying problems, and dare to face them head-on. Recently, many party members and cadres have been organized to conduct immersive and experiential research in their respective fields, truly understanding the situation and identifying problems, and bringing the work of benefiting people's livelihoods, warming people's hearts, and conforming to public opinion to the hearts of the people. Our reporter followed several party members and cadres to record their insights and achievements in conducting in-depth research on the front line.
Guo Suyan, a cadre of the Market Supervision Administration Bureau in Congtai District, Handan City, Hebei Province——
Strengthen daily inspections to solve industry problems
"Lao Zhang, if there are any acquaintances coming soon, you can tell me that I am your distant relative, so don't reveal anything!" Not long ago, in front of a stall called "Yinghe Grain and Oil" in Tianquan Agricultural Market, Congtai District, Handan City, Hebei Province, Guo Suyan, a cadre of the East Station Branch of the Congtai District Market Supervision Administration, was laughing and discussing with the shop owner Lao Zhang.
Since April this year, Congtai District has launched a grassroots action plan for tens of thousands of cadres. Through in-depth investigation and research on the front line, a list of problems has been sorted out, weaknesses and strengths have been addressed, and difficulties have been resolved. Guo Suyan's trip is to experience the daily work of merchants.
Taking off her uniform and changing into an apron, Guo Suyan bustled around in the small shop. "I don't know if I don't do it. It's not easy to pick up and find goods when it comes to selling."
This 22 square meter grain and oil seasoning shop displays numerous products, each with a different name and price. Guo Suyan helped the customer load and weigh the goods while taking out her own weight to check if the merchant's electronic scale was missing two pounds. After confirming that there were no issues, she handed it to the customer.
During the pricing process, Guo Suyan discovered an issue. "Red beans, soybeans, Chinese prickly ash, large materials... These bulk goods are neatly placed, but some of the goods are labeled with only names and no prices." At the reminder of Guo Suyan, Lao Zhang took out a marker and supplemented the price tag. Guo Suyan wrote in the research notebook that "a more refined and normalized regulatory mechanism should be established.".
The Tianquan Agricultural Market, which covers an area of about 4000 square meters, has 12 stores and more than 260 stalls, and can meet the shopping needs of nearly 300000 people in about 20 nearby communities. But in actual operation, Guo Suyan found that some vendors were speaking the local dialect of Handan, and many customers sometimes didn't understand it, which affected the shopping experience.
"The stall owner doesn't attach enough importance, we need to strengthen guidance," said Guo Suyan. The bureau has previously initiated a Mandarin speaking initiative for stall owners in the agricultural market, and also listed some commonly used civilized language in business communication. "We plan to refine training in the future to provide customers with a better shopping experience."
Approaching noon, Guo Suyan happened to encounter several vendors discussing the matter of obtaining permits. One vendor is inquiring about obtaining a new individual business license, while another is worried about replacing the food business license upon expiration. "The process of obtaining certificates has already been popularized before, why are vendors still struggling?" Guo Suyan suddenly remembered that the application for a business license for individual industrial and commercial households has been transferred to townships after the reform, and vendors have little contact with township departments, so they naturally do not know how to handle it. As for the food business license, some vendors have not changed it and lack experience.
When encountering difficulties, immediately resolve them. On site filling out forms and collecting materials... On the same day, Guo Suyan completed the food business license extension business in front of the stall and provided detailed instructions to another stall owner on how to apply for the license.
"Character exchange, like opening up a new world!" After a day of experience, Guo Suyan sighed, not only opening up her mind, but also finding the "golden key" to work.
When leaving the booth, Guo Suyan bid farewell to Lao Zhang and then picked up the phone to contact the head of the district market supervision bureau. "We should quickly produce a batch of legal publicity materials, promote price laws and policies in the farmers' market, and then work with street communities to set up price supervisors to strengthen daily inspections, fundamentally solving the problem of unclear pricing."
Luo Guoping, Instructor of the Traffic Police Brigade in Anyi County, Nanchang City, Jiangxi Province——
Conduct role research and improve governance mechanisms
When Xiong Xinzi saw the notice brought by Luo Guoping on optimizing the timed passage of large and medium-sized trucks on key sections of the county planning area, the stone hanging in his heart fell to the ground. I didn't expect the problem that once troubled me to be solved with just one car following experience.
In order to solve the problem of truck traffic management, two days ago, Luo Guoping, a traffic police instructor from Anyi County Traffic Police Brigade in Nanchang City, Jiangxi Province, experienced the work of truck driver Xiong Shifu in the form of following a car.
Just after lunch, Luo Guoping came to Anyi High tech Industrial Park. Seeing Master Xiong loading the car, Luo Guoping didn't say a word and rolled up her sleeves to help. After loading the goods, Luo Guoping also got on the car. "Today, I'll be your assistant. If you have anything to say, let's talk on the way!"
Mr. Xiong, who is 50 years old this year, has nearly 30 years of experience in sports cars. He drives a semi-trailer tractor to deliver goods to Fengxin Industrial Park in Yichun City, Jiangxi Province. "I used to be a bit scared when I saw traffic police, but I didn't expect them to help me with my work today and work as my assistant," said Master Xiong half jokingly.
The car started, and in order to relieve Master Xiong's nervousness, Luo Guoping and he started a family routine. "Has business been good lately?" "What are the difficulties?"... The two of them spoke in their hometown dialect and slowly opened their mouths.
Master Xiong gradually let go of his guard and expressed his inner concerns. "I heard that villagers near the North Outer Ring Road and West Outer Ring Road have reported that there is a high flow of people and vehicles, and the government needs to set restrictions on truck traffic. Is this true?"
The North Outer Ring and West Outer Ring mentioned by Master Xiong are one of the main channels for trucks to pass through Anyi County. "This road is the closest, most convenient, and the entire journey is free." He was worried that once the restrictions were imposed, it would be inconvenient to transport goods in the future.
"I have indeed received complaints and suggestions from many villagers nearby recently, but the problem still needs to be studied and no conclusion has been reached." Luo Guoping said as she looked out the window. He found that the transportation facilities on the ring road were not yet complete, especially in areas passing through villages, and some areas lacked warning signs and speed bumps.
"There is another issue. It is necessary to report 24 hours in advance when entering the city, and many temporary freight bills cannot be accepted." Master Xiong said, "If it weren't for the opening of the North Outer Ring Road and the West Outer Ring Road, I wouldn't dare to accept this order to Fengxin.".
An immersive investigation into the characters involved made Luo Guoping feel the difficulty of being a truck driver and understand their lack of understanding. For problems that can be solved immediately, Luo Guoping promptly contacts relevant departments. "I found that the traffic and pedestrian flow in the North Outer Ring Road and West Outer Ring Road are not very high, and we should try to ensure smooth logistics." While making the suggestion of unrestricted travel, Luo Guoping also proposed to strengthen management, improve road facilities, supplement signs and signs, set up speed bumps, and ensure the safety of nearby villagers' travel.
Through this survey, Luo Guoping felt deeply that "only by experiencing it firsthand can we truly discover problems and effectively improve our work."
Party members and cadres in Jiuyuan District, Baotou City, Inner Mongolia——
Identifying weak links and improving service capabilities
At 8:30 am, Ren Xuchen, Deputy Director of the Standing Committee of the People's Congress of Jiuyuan District, Jianhua Community Party and Mass Service Center, Saihan Street, Jiuyuan District, Baotou City, Inner Mongolia, arrived at the conference room on time to attend the community work meeting. Today, he will conduct experiential research as an ordinary community grid worker.
At 9 o'clock in the morning, Ren Xuchen and Qu Kai, the secretary of the community party branch, arrived at the home of community resident Zhang Xiaoli. While improving and updating the information of the head of household, Ren Xuchen and the residents gathered together for a daily routine. "Our community is a bit off center, and we haven't planned corresponding bus routes yet. There are many elderly people in the community, making travel inconvenient," said Zhang Xiaoli.
"The green area in the community is a bit small," "fitness equipment, accessible passages and other supporting facilities are not perfect enough," "the level of property services is still relatively low..." Over the course of a day, more than 20 households were visited, and Ren Xuchen wrote down many issues in his notebook.
After returning to the unit, Ren Xuchen began to coordinate with various units to solve relevant problems. No bus routes? Proposed by the Standing Committee of the People's Congress of Jiuyuan District, coordinate with public transportation companies to calculate the passenger flow of public transportation and plan routes. Is there less green space? Coordinate the real estate company and property management company, and suggest that they jointly invest in increasing the green area. Incomplete supporting facilities? Coordinate with the Jiuyuan District Bureau of Culture, Sports, Radio, Television, and Tourism to apply for three sets of resident fitness equipment, and gradually improve the construction of barrier free passages and other supporting facilities
The theme of Jiuyuan District is "delivering policies, listening to needs, providing suggestions, and solving difficult problems". Party members and cadres from all over the district are organized to enter communities, schools, enterprises, and parks to conduct experiential surveys and research. Guo Junli, member of the Standing Committee of the Jiuyuan District Committee and Minister of the Organization Department, introduced: "Through various methods such as on-site visits, on-site research, and door-to-door services, a total of 3414 party members and cadres in the district have claimed 1124 community assistance and agency services."
At Huayuan Community in Shahe Street, Jiuyuan District, Ji Jiyong, Deputy Director of Jiuyuan District Housing and Urban Rural Development Bureau, is also experiencing the work of a grid worker. When Ji Jiyong arrived at the low rise resident Qiao Zhong'ai's house, he found that the sunlight was largely blocked by the poplar trees over 10 meters high in front of the building, and the indoor lighting was extremely poor. There are 32 tall trees in the community that block the sunlight. "Generally, when the trees are not tall, they are pruned by the property management. However, for these 6-story tall trees, they require professional large-scale machinery for pruning, which is costly and poses safety hazards. They have not been pruned for many years," said Yin Jianqin, the Party Secretary of Huayuan Community.
Subsequently, Ji Jiyong and the responsible comrades of his unit came to the community to conduct on-site inspections and discussions on the plan with representatives of residents, community party members, and professional safety technicians. Finally, it was determined that the district housing and construction bureau would allocate special funds to organize more than 10 technical personnel and 2 professional cranes for pruning in mid April.
"Cadres' experiential research is to thoroughly identify weak links in grassroots governance, solve problems that concern the vital interests of the people, and continuously improve their ability to serve the people," said Dong Xinyue, member of the Standing Committee of the Baotou Municipal Party Committee and Minister of the Organization Department.
