Recently, the three embassies met, the police parliaments of the four countries, and multiple departments took intensive actions to expose the issue of electronic fraud.
Meeting of Three Ambassadors to Myanmar
On August 22, Chinese Ambassador to Myanmar Chen Hai held a trilateral meeting with Thai Ambassador to Myanmar Meng Kong and Lao Ambassador to Myanmar Heng Xian to communicate and coordinate on cooperation in combating gambling and fraud in the region.
The three sides unanimously believe that the current rampant gambling and fraud problem in this region seriously damages the lives and property safety of people in countries including China, Thailand, and Laos. The embassies of the three countries in Myanmar are highly concerned about this and continue to carry out work.
In response to relevant appeals for help, the three embassies have made every effort to coordinate with Myanmar to carry out search and rescue operations, and assist Myanmar in increasing its crackdown on gambling fraud groups.
Police from Four Countries Joining Hands
From August 15th to 16th, the Chinese Ministry of Public Security, the Thai Police Headquarters, the Myanmar Police Headquarters, and the Lao Ministry of Public Security jointly held a special cooperation and crackdown on gambling fraud and related crimes such as human trafficking, kidnapping, and illegal detention in Chiang Mai, Thailand.
All parties have decided to jointly establish a comprehensive coordination center for special operations in Chiang Mai, Thailand, and set up joint action points in areas where gambling fraud is rampant. With closer cooperation, more proactive attacks, and more professional actions, we will crack down on telecommunications network fraud and online gambling crimes in this region, and resolutely reverse the high incidence of human trafficking, kidnapping, detention, and other crimes.
Wang Xiaowei, Assistant Dean and Associate Professor of the Investigation School of People's Public Security University of China, pointed out in an interview on the 22nd that in recent years, China, including some relevant countries, has also carried out certain law enforcement cooperation, but the development momentum of telecommunications network fraud has not been truly curbed. This cooperation demonstrates the firm determination of the police of the four countries to jointly combat telecommunications network fraud.
Multiple talks release heavyweight signals
On August 14th, Hu Bai, Secretary General of the Central Political and Legal Affairs Commission, visited the National Anti Fraud Center for research and discussion.
訚 Bai pointed out that the current situation of telecommunications network fraud is still severe and complex, especially with the emergence of new trends and characteristics in overseas telecommunications network fraud. The types of cases are developing towards malignant cases that seriously endanger the personal safety of the people, and the difficulty of cracking down on them continues to increase, with serious harm and adverse effects.
He stated that we need to further improve the command and operation system, consolidate the early warning and prevention mechanism, continuously optimize the strike mode, gather internal and external consensus, form an overall force, and quickly curb the rebound momentum of overseas telecommunications network fraud.
On August 19, Wang Yi, member of the Political Bureau of the Central Committee of the Communist Party of China and Minister of Foreign Affairs of Minister of Foreign Affairs Wang Yi, held talks in Beijing with the Deputy Prime Minister and Minister of Foreign Affairs of Thailand, who was on a working visit to China.
During the meeting, Wang Yi expressed that China is willing to deepen cooperation with Thailand in various fields and achieve more visible results in promoting the development of China Laos Thailand connectivity. Both sides need to accelerate the construction of the China Thailand Railway and the China Laos Thailand Railway connection line, and jointly combat transnational criminal activities such as telecommunications fraud.
According to the official account of the Chinese Embassy in Myanmar, in March this year, Ambassador Chen Hai and Myanmar's Deputy Prime Minister and Minister of the Interior, Suotu, had held a discussion on strengthening the fight against illegal cross-border criminal activities such as online fraud.
On May 31st, Ambassador Chen Hai once again held talks with Sotu on combating criminal activities such as telecommunications fraud. Chen Hai pointed out that we must increase our efforts to coordinate actions, strike with a heavy fist, and address the symptoms and root causes.
Suotu stated that Myanmar attaches great importance to China's concerns and has taken various measures to combat them, as well as joint actions with China and other relevant countries.
He stated that although Myanmar is facing some difficulties, it will strengthen coordination and cooperation with relevant countries including China, continue the crackdown, further deter relevant forces and personnel within Myanmar, and safeguard the safety and interests of the people of both countries.

Regarding the current difficulties in combating overseas telecommunications fraud, Wang Xiaowei, Assistant Dean and Associate Professor of the Investigation School of People's Public Security University of China, believes that the biggest difficulty is cross-border.
Wang Xiaowei gave an example, for example, when cooperating abroad, it is necessary to rely on local police for law enforcement. Whether a person can be brought back after being caught depends on the local laws and the evidence obtained during the arrest and investigation process. It is difficult to obtain evidence because it is far away from home.
According to the latest news on the official account of the Chinese Embassy in Myanmar, on the morning of August 23, two suspect of telecommunications fraud were transferred from the Myanmar police to the Chinese police working group at Yangon International Airport and escorted home.
This is the second time since six suspect were escorted home in June this year. Both of the above mentioned individuals are suspected of fraud, with one of them being the backbone leader of a gambling fraud gang and a key target in cracking down on espionage crimes.
