According to forecasts from meteorological, hydrological, and marine departments, the super typhoon "Sula" will make landfall in or near our city on the night of September 1st, and is expected to cause serious wind and rain impacts on our city from the afternoon of September 1st. In order to do a good job in the defense of super typhoons and adhere to the principle of putting people first and life first, after research and decision by the Municipal Party Committee and Municipal Government, our city will launch a Level 1 emergency response for typhoon and flood prevention in the city from 12:00 on September 1, 2023.
On the afternoon of September 1st, a "five stop" policy was implemented throughout the city, with work stoppages, business closures, and market closures starting at 16:00 and business closures starting at 19:00. Classes began to be suspended on the afternoon of September 31st. Except for emergency personnel and people's livelihood support personnel, other personnel should not go out without permission. All safe havens in the city are open for the public to take shelter.
Please ensure the livelihood of the people and all rescue and disaster relief teams take strong measures to do a good job in water supply, power supply, gas supply, fire protection, transportation, communication and civil affairs, medical epidemic prevention, food supply, and other work.

Party committees and people's governments of cities at or above the local level, county Party committees and people's governments, provincial Party committees and ministries, provincial units, provincial people's organizations, and central units stationed in Guangdong:
1、 The whole province quickly took action and fully invested in wind and flood prevention and disaster relief work.At present, Typhoon "Sula" is rapidly approaching the sea surface of our province and is expected to move northwest at a speed of 10 to 15 kilometers per hour. It will make landfall along the coast of our province from Huilai to Hong Kong from the afternoon to night of September 1 with strong typhoon or super typhoon levels, or may turn towards the southwest direction near the sea surface in the eastern part of our province. This will bring serious wind and rain waves to our province, and the risk of disaster is extremely high. All regions and departments should have a deep understanding of the seriousness and complexity of current typhoon defense work, respond to small probability events with a high probability mindset, adhere to bottom line thinking and extreme thinking, effectively overcome the mentality of numbness and relaxation, and achieve the responsibility of defending the land, taking responsibility for defending the land, and taking the strictest requirements and most practical measures to do a good job in all aspects of typhoon defense work. It is better to believe in what is there than what is not, believe in what is big than what is small, believe in what is big, and not believe in what is small. It is better to be prepared and not use than prepared, listen to scolding or crying, and spare no effort to protect the safety of people's lives and property. With practical actions, we must adhere to the "two safeguards". Establish "one" and achieve "two maintenance".
2、 Pay close attention to the development dynamics of typhoons and strengthen monitoring, forecasting, and early warning. Meteorology, oceanography, hydrology and other departments should update and adjust the latest typhoon location and intensity information in real time, and strengthen the monitoring, forecasting and early warning of typhoon, rainstorm, storm tide, waves and river water regime. The emergency management department should organize relevant departments to conduct encrypted consultations and judgments, scientifically delineate the hazardous areas affected by typhoons, flash floods, rainfall, and their secondary disasters, and deploy targeted defense measures in detail. All relevant departments around the country should strictly implement the dual "response" mechanism of rainstorm early warning, so as to ensure that the person in charge of flood control at the grass-roots level is called to respond at the first time. We should promote scientific wind prevention knowledge through various means such as radio, television, SMS, WeChat, and rural loudspeakers, and dynamically release the latest impact, defense instructions, and warning prompts of typhoons to ensure that they are widely known.
3、 Adhere to the principle of putting people first and life first, and resolutely avoid casualties. Each region should strictly implement the system of "county leaders contacting towns, town leaders contacting villages, and village cadres contacting households", as well as the "Four Ones" mechanism for special groups to transfer during disasters, strengthen the organization and mobilization of personnel transfer work, and effectively implement "proactive avoidance, early avoidance, and preventive avoidance" as mandatory requirements. Areas directly affected by typhoons should promptly and decisively initiate corresponding emergency responses, and take emergency measures such as suspension of school, work, business, market, and transportation depending on the situation. Efforts should be made to reduce personnel's outdoor activities and ensure that they do not go out unless necessary. Pay close attention to tourists and outsiders living in shacks, work sheds, and iron houses, promptly remind and organize the transfer and evacuation of safety measures to ensure that there are no fatalities, fewer injuries, and fewer losses.
4、 Strictly implement the "six hundred percent" policy and continuously strengthen offshore wind prevention work. All regions and departments should focus on the most unfavorable situation of a super typhoon making landfall in our province, and track and verify the implementation of the "six hundred percent" measures to prevent typhoons one by one. 100% of fishing boats returning to port for offshore operations, 100% of fishing crew members disembarking, 100% of ships in port implementing defense measures, 100% of personnel in high-risk areas for tidal waves, small and medium-sized river floods, mountain flood disasters, geological disasters, and coastal tourism resorts should be transferred to safe areas, and 100% of personnel in dilapidated houses, low-lying simple houses, and outdoor construction workers should be transferred to safe areas. 100% of personnel on offshore wind power construction platforms should be safely evacuated. Inspect the fishing boats, rafts, and marine pastures returning to the port one by one to ensure that all personnel are ashore, and ensure that the sea area is truly cleared, personnel are ashore, and the scenic area is truly closed. Scientifically guide merchant ships to safely avoid wind at anchorage, and strengthen wind prevention measures for key ships such as hazardous chemical ships, unpowered ships, detention ships, sand digging ships, and passenger roll on/roll off ships.
5、 Strengthen the investigation and rectification of hidden dangers, and implement safety control measures. Each region and department should conduct a re inspection and re implementation of eight key links, including maritime risks, wind hazards, water conservancy projects, ongoing projects, hidden geological hazards of mountain floods, small and medium-sized rivers, urban waterlogging black spots, and tourist attractions, in accordance with the "eight re inspections" requirements for disaster prevention and risk mitigation. Solidly and effectively strengthen the investigation of hidden dangers, and implement dual control management of hidden danger points and risk areas. Give full play to the role of the "group measurement and prevention" mechanism, strengthen warning reminders and monitoring patrols for geological hazard hidden danger points and areas prone to flash floods, and prevent the occurrence of secondary disasters. Strengthen the comprehensive scheduling of water conservancy projects, strengthen the patrol and monitoring of small mountain ponds, small reservoirs, small hydropower stations, and small seawalls, and lower the water level or even operate the reservoir empty for dangerous reservoirs. Conduct a comprehensive investigation of urban underground spaces, sunken overpasses, and low-lying areas prone to flooding, and take reinforcement or demolition measures for high-altitude structures such as billboards, landscape trees, building tower cranes, and high-rise glass curtain walls. Strengthen flood prevention measures such as culverts, tunnels, underground parking lots, underground shopping malls, and subways. Strengthen the wind safety management of hazardous chemical enterprises, steel enterprises, nuclear power plants, coastal key projects, and ongoing cross sea projects, refine and implement safety measures, and prevent production safety accidents.
6、 Pre set rescue forces and fully organize emergency rescue efforts. It is necessary to combine the analysis of customs, rainfall, and water conditions, and pre install rescue forces and materials and equipment in areas where disasters or dangerous situations may occur. For key sea areas, high-powered tugboats, professional rescue ships, helicopters, and other maritime rescue forces should be deployed in advance to ensure pre deployment and avoid ineffective rescue due to road traffic interruptions. Fire rescue teams, professional rescue teams, social emergency forces, and armed police forces in various regions should be fully on standby and always be prepared for emergency rescue. To establish an emergency linkage mechanism with the three defense command centers at all levels and open up a fast track for emergency mobilization. The publicity and online information departments should closely monitor public opinion and quickly and effectively deal with negative public opinion. Each town and village should check whether satellite phones are connected smoothly to effectively ensure communication needs under conditions of public network interruption.
7、 Strengthen organizational leadership and effectively form work synergy. Party committees and governments at all levels should fully implement the main responsibility of the three prevention work, and the main responsible comrades should go deep into the front line and command from the front. Member units of the three defense command headquarters at all levels should implement the overall responsibility of leading and strengthening duty, and the commander and deputy commander must adhere to their positions, take command, and inspect the implementation of various measures.
