Employment is the greatest livelihood and the top priority of economic development. Shenzhen attaches great importance to employment work, regards high-quality development as the primary task, and deeply implements the employment priority strategy.

Recently, the reporter learned from the Shenzhen Municipal Human Resources and Social Security Bureau that from January to June this year, the city's new employment exceeded 95000 people, achieving 52.8% of the target task. The number of registered unemployed people re employed is about 18000, and the employment of groups such as college graduates is basically stable, with zero employment families dynamically returning to zero.

"Real gold and silver" to stabilize employment

"Thank you very much for the government's policy support. Currently, we have applied for a labor subsidy of over 300000 yuan, which will help enterprises quickly resume work and production." Mr. Zhou, the person in charge of Shenzhen Yantian One Manufacturing Company, introduced that under the incentive of Shenzhen's phased employment policy, nearly half of the employees returned to work early for production during the Spring Festival. According to regulations, over 1600 employees of the company can apply for a one-time Spring Festival employment subsidy of 200 yuan per person per day.

Helping enterprises is stabilizing employment. "In order to fully stabilize employment and promote development, a phased incentive employment policy was introduced before the holiday, including providing employment subsidies, transportation subsidies for returning to work, and subsidies for newly recruited employees, with an expected total amount of 270 million yuan." Tan Yan, Deputy Director of the Employment Promotion and Unemployment Insurance Department of the Shenzhen Municipal Bureau of Human Resources and Social Security, said, "The first employment subsidy in Shenzhen involved in the policy is a non application and immediate benefit project, which has recently begun to be distributed."

Small and medium-sized enterprises with large quantities and wide coverage are the key to stabilizing employment. Shenzhen actively guides relevant banking institutions to increase the implementation of loan renewal policies, actively follows up on the financing needs of small and micro enterprises, and introduces "financial vitality" to add development momentum for stabilizing enterprises and jobs.

"Difficulty and high cost of financing are the challenges that constrain the development and growth of small and micro enterprises." The relevant person in charge of the Shenzhen Municipal Bureau of Human Resources and Social Security introduced that in recent years, Shenzhen has continuously increased the efforts of entrepreneurship guarantee loans to support the entrepreneurship and employment of small and micro enterprises, in order to alleviate the problem of difficulty and high cost of financing for startups and small and micro enterprises.

According to statistics, the amount of entrepreneurship guarantee loans issued by Shenzhen has ranked first in the province for two consecutive years, especially for small and micro enterprises, the amount of guarantee loans issued has shown a doubling trend. As of June 30th, a total of 1.335 billion yuan in entrepreneurship guarantee loans have been issued this year, effectively driving employment.

Advance planning and full effort are vivid portrayals of Shenzhen's efforts to ensure stable employment for the main body.

Actively guide the expansion of employment

On the basis of stabilizing the total employment volume, Shenzhen is committed to weaving and strengthening the "one net" of employment assistance, focusing on the employment of key groups such as college graduates, and striving to expand employment channels.

According to statistics from the Ministry of Education, the number of college graduates in China reached 11.58 million in 2023, reaching a new high. How to help college graduates find good employment and pursue good careers?

Since the beginning of this year, Shenzhen has intensified the organization of offline job fairs. "In previous years, there was usually one large-scale double selection meeting for college graduates nationwide. This year, we have increased the frequency and held one meeting on April 1st, and another meeting will be held in the second half of the year to fully serve the employment of college graduates." The relevant person in charge introduced.

In addition, the "2023 Shenzhen College Graduates Campus Recruitment Fair and Online Recruitment Month" has been launched, with 13 online and offline job fairs lasting from July to November, including 5 campus job fairs, 5 themed online recruitment months, and 3 live job recruitment activities.

It is worth mentioning that in order to facilitate employment channels for vocational college graduates, Shenzhen is fully promoting school enterprise cooperation. By leveraging the resource advantages of enterprises, Shenzhen universities create diverse internship and practical opportunities for students, thereby increasing their chances of being hired. Vocational education skills training in Shenzhen takes enterprise based practical training scenarios as a carrier, bringing project scenarios into schools to achieve maximum utilization of advantageous teaching resources.

According to statistics, in recent years, 11 technical colleges in Shenzhen have cooperated with more than 1200 enterprises to establish a professional system that is suitable for the industrial structure of Shenzhen and matches the needs of society and people's livelihood. The initial employment rate of graduates has remained above 98%.
