It is understood that in 2023, the number of college graduates in Shanxi Province will exceed 280000, an increase of 10.6% compared to the previous year. The difficulty of expanding employment channels has increased, and the employment situation is complex and severe.
To encourage college graduates to work at the grassroots level, Shanxi has taken multiple measures. This includes supporting the implementation of the central and provincial "Special Post Plan", supporting the implementation of the "Three Supports and One Assistance Plan" and the "Western Plan", while focusing on providing living subsidies for rural teachers and implementing grassroots employment and tuition compensation policies.
At the same time, by helping college graduates enhance their employability, they can address challenges. Encourage college graduates who have not been employed within 2 years of leaving school to participate in employment internship activities, and internship units can receive internship subsidies and insurance premium subsidies according to regulations. Graduates from universities who have obtained vocational qualification certificates or specialized vocational ability certificates through menu based and order based training can enjoy vocational skill appraisal subsidies. In addition, targeted training will be provided to college graduates around the needs of "14 strategic emerging industry clusters" and "10 major industrial clusters for deep processing of agricultural products".
The Shanxi Provincial Department of Finance is also committed to supporting college graduates to start their own businesses. By establishing special funds, support the construction of innovation and entrepreneurship colleges and innovation and entrepreneurship education practice bases in provincial universities. At the same time, support fresh graduates with entrepreneurial intentions to participate in entrepreneurship training. Entrepreneurship graduates can obtain guaranteed loans and enjoy financial interest subsidies. For those who have been operating normally for more than 6 months, they will be given rental subsidies according to the prescribed standards. In addition, college graduates who start their own businesses for the first time and drive employment for more than one person can receive a one-time entrepreneurship subsidy. Provide employment subsidies to small and micro enterprises that newly recruit college graduates, provide job subsidies to small and micro enterprises that recruit college graduates with employment difficulties, and provide social security subsidies to college graduates who recruit graduates in the year of graduation and within 2 years of graduation. In addition, rewards will be given to college graduates who have won awards in entrepreneurship competitions at or above the provincial level, and tax incentives will be given to college graduates who engage in individual businesses during the graduation year and enterprises that recruit college graduates during the graduation year.
For college graduates facing employment difficulties, implement bottom support measures. This includes the introduction of national student loan relief policies, providing one-time job and entrepreneurship subsidies to low-income families, families with impoverished and disabled people, college graduates from poverty-stricken families and extremely poor individuals who have the intention to work and start businesses in the graduation year, disabled college graduates and those who have obtained national student loans. Include all graduates from poverty-stricken families who have the willingness to receive training in the national skill enhancement campaign. For college graduates who have not been employed within 2 years after leaving school and engage in part-time work, social security subsidies will be provided according to the prescribed standards. For graduates facing difficulties in market-oriented employment, public welfare positions shall be utilized in accordance with regulations for basic placement.
