Xi'an, July 7th (Xinhua) - Zhang Zhehao and Li Jie learned from the Shaanxi Provincial Department of Human Resources and Social Security that the Shaanxi Provincial Leading Group for Employment Work has recently issued "Six Measures to Support Employment and Entrepreneurship of College Graduates", making every effort to promote employment and entrepreneurship of college graduates and ensure the overall stability of their employment.
In terms of increasing support for entrepreneurship among college graduates, Shaanxi requires an increase in interest subsidies for entrepreneurship guarantee loans. For newly issued personal entrepreneurship guarantee loans for college graduates, full financial interest subsidies will be implemented, and the interest portion borne by the original individual will be subsidized by the provincial finance. The policy will be implemented until the end of December 2023. The government's investment in the development of entrepreneurial vehicles should allocate around 30% of the space and provide it free of charge to college graduates and entrepreneurs. For 2023 college graduates who establish small and micro enterprises or engage in individual businesses, and whose businesses or individual businesses have been operating normally for more than 6 months since the date of industrial and commercial registration, a subsidy of 7500 yuan per person will be provided, and the policy will be implemented until the end of June 2024.
In terms of strengthening skills training for college graduates, Shaanxi has clearly proposed the implementation of a youth specific skills training plan, vigorously carrying out training in new professions, advanced manufacturing, modern service industries and other fields, and encouraging enterprises to provide apprenticeship training for newly recruited unemployed graduates and other young people. Provide employment skills training for college graduates during their school years, including job guidance, to guide them to establish a correct employment and career outlook. Provide employment skills training to college graduates who have not been employed within two years of leaving school to enhance their employability.
It is worth noting that this policy has clarified the relevant rules for securing the bottom line of employment for poverty-stricken families, low-income families, zero employment families, and college graduates with disabilities who face difficulties. According to the requirements, Shaanxi state-owned enterprises will prioritize recruiting difficult graduates for new positions. The recruitment plan for public institutions in the second half of the year should allocate a certain number of positions to recruit graduates facing difficulties. For graduates who face difficulties in recruitment by enterprises, sign a labor contract for more than 1 year and participate in urban enterprise employee pension insurance, a one-time employment subsidy of 3000 yuan will be provided for each recruited person. Reasonably develop public welfare positions for graduates who are facing difficulties in finding employment through market channels. Include eligible graduates and families facing financial difficulties in the scope of social assistance such as minimum living allowance and temporary assistance.
In order to fully provide employment opportunities, Shaanxi will intensify its online and offline recruitment activities, focusing on special recruitment activities such as the "100 day and 10 million recruitment special action", "Golden Autumn Recruitment Service Month", and "Off campus Unemployed Graduates Special Recruitment Fair". Cities with a high concentration of 2023 college graduates should hold at least one professional recruitment activity per week and at least one comprehensive offline recruitment activity per month. Give full play to the role of the "Qinyun Employment" platform, establish an online recruitment zone for graduates, and adopt recruitment forms such as "live streaming job guidance" and "aerial preaching" to improve the level of employment guidance services.
In terms of providing precise employment services for college graduates, Shaanxi will also launch a campaign to tackle the challenges of youth employment services for college graduates. For those who have employment intentions, at least one policy promotion, one career guidance, three job promotions, one skill training or employment internship opportunity should be provided.
