Beijing, July 20 (Xinhua) -- The Ministry of Housing and Urban Rural Development, the National Development and Reform Commission, and seven other departments recently issued a notice on solidly promoting the renovation of old urban communities in 2023, deploying various regions to solidly promote the implementation of the renovation plan for old urban communities, and planning the renovation plan for 2024 ahead.
The notice proposes to reasonably arrange the renovation plan for old urban communities in 2024. Clarify the scope of renovation objects, vigorously renovate and upgrade residential communities that were built earlier, lost maintenance and management, had obvious shortcomings in facilities, and had a strong willingness to renovate by residents. Focus on renovating old urban communities that need to be renovated before the end of 2000. Encourage the rational expansion of renovation implementation units, and based on the need to promote the coordinated renovation of adjacent communities and surrounding areas, while ensuring the timely completion of the renovation task of old communities that need to be renovated before the end of 2000, residential communities built after the end of 2000 and before the end of 2005 can be included in the renovation scope in combination with local financial capacity.
The notice proposes to follow the principle of "implementing a batch, planning a batch, and reserving a batch", and to study and determine the 2024 renovation plan from bottom to top as soon as possible. In 2023, preliminary work such as resident willingness consultation, project approval, and renovation fund raising will be initiated, and eligible projects will be encouraged to start implementation in 2023.
Notice and deployment to orderly promote the implementation of the renovation plan for old urban residential areas. Solidly focus on three key areas: corridor revolution, environmental revolution, and management revolution. In terms of the "corridor revolution", we need to accelerate the renovation and renovation of aging and hidden gas, water supply, heating, drainage, power supply, communication and other pipelines, rectify pedestrian walkways, exhaust ducts, ventilation shafts, and up and down paths inside buildings, and carry out safety renovations of residential exterior walls. Vigorously promote the installation of elevators in buildings with conditions.
In terms of "environmental revolution", comprehensively improve the greening, lighting, and other environments of residential areas and their surroundings. Add parking lots, electric bicycles, and car charging facilities according to demand, renovate or construct aging and child friendly facilities, barrier free facilities, security, intelligent message boxes and express boxes, public health, education, cultural leisure, sports and fitness, property buildings and other supporting facilities in the community and surrounding areas.
In terms of "management revolution", we will establish and improve a joint meeting mechanism led by grassroots party organizations, coordinated by community residents' committees, and jointly participated by homeowners' committees and property service enterprises, in conjunction with the transformation. We will guide residents to negotiate and determine the management mode, management regulations, and homeowners' rules of procedure for the renovated community, and jointly maintain the results of the transformation.
