Recently, public information from the Yunnan Provincial Audit Office showed that some counties and cities have seriously violated the use of funds during the "toilet revolution".
On July 26th, the official website of the Yunnan Provincial Audit Office released the "Audit Work Report on the Implementation of Provincial Budgets and Other Financial Income and Expenditure for 2022", which drew attention to the special audit investigation of the rural "toilet revolution" in Yunnan Province.

The Yunnan Provincial Audit Office conducted a special audit investigation on the implementation of policies and measures for the rural "toilet revolution" in 8 cities from 2019 to 2022, as well as the management and use of funds. A sample of 1.449 billion yuan was audited, and 7061 households were surveyed, revealing four major issues.
One city and eight counties falsely reported 4904 completed toilets; Seven counties falsely reported 11800 toilet acceptance passes. The second issue is that 26 counties have not fully paid RMB 212 million in subsidy funds for 328700 households. Thirdly, four units falsely listed 4.5646 million yuan in expenditure on public toilet management and maintenance funds. The fourth issue is that the remaining funds of 8.7815 million yuan from project transfers in 10 counties were not collected in a timely manner.

On July 27th, the Kunming Agriculture and Rural Bureau announced the progress of rectification in the investigation of funds for the "toilet revolution" after the release of the "Audit Report", which provided more detailed explanations for the details of violations.
According to the summary of Chao News reporters, there are mainly the following issues: false reporting of the number of completed tasks for the renovation of sanitary toilets, misappropriation of special funds, delayed allocation of special funds, payable but unpaid toilet subsidy funds, repeated enjoyment of subsidy funds, and surplus funds not being submitted to the finance department as required.
For example, the audit spot check found that Songming, Luquan and Anning counties had falsely reported the completion of 2627 reconstruction tasks, involving 1.71 million yuan. Luquan, Shilin, Yiliang and Songming counties misappropriated 40.44 million yuan of special funds for "toilet revolution.
The funds misappropriated by Luquan County and Shilin County were used for expenses such as "three guarantees" at the county level, Yiliang County was used to repay government debts and the second phase of the county education system informationization project, Luquan County was misappropriated for expenses such as the roof waterproofing construction project of Wudongde Middle School, and Songming County used the funds for the renovation of canteens at Dashuying, Lanmao, and Guandu Primary Schools.
At present, Kunming City has clearly defined the responsible departments and completion deadlines for rectifying various issues. As of June 30th, 9 out of the 16 feedback issues have been rectified and 7 are currently being rectified.

Toilets are the scale of civilization and a footnote to national development. In 2018, the three-year action plan for rural living environment improvement was passed at the first meeting of the 19th Central Leading Group for Comprehensive Deepening Reform, elevating the "toilet revolution" to the national level. In 2019, the central government allocated 7 billion yuan to support the "toilet revolution" in 30000 villages across the country, covering approximately 10 million farmers.
In 2018, Yunnan Province issued the "three-year action plan" from 2018 to 2022, which said that rural household toilets should be popularized. On the basis that the existing 2.5 million rural household toilets have met the requirements of harmless sanitation, 2.5 million new harmless sanitary household toilets will be renovated and constructed. By the end of 2020, the popularization rate of rural harmless sanitary household toilets will reach more than 50%. In 2021, Yunnan Province announced that the action plan had been overfulfilled.
According to public information from the Department of Agriculture and Rural Affairs of Yunnan Province, from 2019 to 2022, a total of 4.842 billion yuan in fiscal subsidies was invested by the provincial government for the rural toilet revolution. A total of 3.91 million rural sanitary toilets and 19000 sanitary public toilets were renovated and constructed in the province, and more than one sanitary public toilet was fully covered in administrative villages throughout the province.
