Serious constraints on the ability of relevant countries to fulfill their responsibility to protect civilians! China calls for the lifting of sanctions as soon as possible to support Geng Shuang, civilians, Africa, capabilities, protection, operations, and peacekeeping
On the 28th, Chinese Deputy Permanent Representative to the United Nations, Geng Shuang, spoke at the open meeting of the Security Council on the protection of civilians in peacekeeping operations, calling on the Security Council to lift sanctions against African countries as soon as possible.
Geng Shuang said that the countries involved bear the primary responsibility of protecting civilians, and peacekeeping operations should actively support them in addressing security challenges and strengthening their protection capabilities. The sanctions imposed by the Security Council seriously constrain the ability of African countries to fulfill their responsibilities in protecting civilians, and should be lifted as soon as possible. The international community should deepen its partnership with Africa and support African countries in continuously enhancing their capacity for autonomous peacekeeping.
Geng Shuang said that the authorization to protect civilians should be coordinated and balanced with other authorizations undertaken by the special mission, jointly serving the fundamental goal of promoting political resolution. In recent years, the authorization of some peacekeeping operations has grown uncontrollably, making the already tight resource capacity even more stretched, which has had an impact and impact on the mission's responsibility to protect civilians. Peacekeeping operations should strengthen conflict prevention, optimize early warning arrangements, and achieve early awareness and handling of security risks. To develop a systematic and comprehensive action plan, enhance situational awareness capabilities, and ensure rapid response. We need to provide stronger and more targeted protection for special groups such as women and children. Relying solely on military means cannot fulfill the authorization to protect civilians, and peacekeeping operations need to focus more on engaging in dialogue and creating a safe environment. In recent years, the security risks faced by peacekeeping personnel have been continuously increasing. Stakeholders such as the United Nations Secretariat, special missions, troop contributing countries, and parties involved must make practical efforts to ensure the safety of peacekeeping personnel.
Geng Shuang said that China is a builder and maintainer of world peace, and a participant and contributor to United Nations peacekeeping operations. China will continue to support, promote, and participate in United Nations peacekeeping operations, making greater contributions to maintaining international peace and security.
