The Panyu District Joint Working Group announced today that it has launched an investigation and handling of the illegal construction of swimming pools on the rooftops of the commercial building "Xiongfeng North Commercial Center" in Zhongcun Street, Panyu District, Guangzhou. The relevant information regarding the investigation and handling is hereby reported as follows:
After on-site investigation, it was found that the outer perimeter of the water pool on the roof of the commercial building "Xiongfeng North Commercial Center" is 29.6 meters long, 8.6 meters wide, and 2.15 meters high. The inner wall is 21.45 meters long, 5.20 meters wide, and 1.53 meters deep. The construction party is Guangdong Xiongfeng Real Estate Development Co., Ltd. After investigation, it was found that the water tank was not equipped with necessary facilities and equipment in accordance with the technical specifications for fire water supply and fire hydrant systems, and does not have the function of a fire water tank. Based on the supporting equipment of the water pool and the ancillary facilities of the shower room, it is determined that the water pool is a swimming pool used internally by the company and constitutes an illegal construction act. The Zhongcun Street Office in Panyu District made an error in responding to public complaints by referring to it as a "fire water tank".
At present, the Urban Management and Comprehensive Law Enforcement Bureau and the Housing and Urban Rural Development Bureau of Panyu District have investigated and dealt with the illegal construction of buildings such as swimming pools and glass sheds by the construction party, as well as the illegal occupation and renovation of shared property areas without authorization. They have been ordered to demolish and restore the original state within a specified period of time, and have been severely punished in accordance with the law. The Panyu District Fire Rescue Brigade has investigated and dealt with the illegal behavior of the responsible person regarding the blockage of the safety exit leading to the sky, and implemented normalized fire safety supervision and inspection measures. The Housing and Urban Rural Development Bureau of Panyu District has commissioned a third-party testing unit, Guangdong Provincial Construction Engineering Quality and Safety Testing Station, to enter the site on August 1st to conduct structural safety testing on the building. Subsequent actions will be carried out in accordance with the safety testing results in accordance with the law and regulations.

During the investigation, the joint working group found that the Zhongcun Street Office and relevant units in Panyu District had an untrue work style and long-term lack of attention and resolution to public complaints during the handling of the incident; Inadequate supervision of illegal and irregular behaviors; Responding to public complaints about hasty and serious discrepancies with the actual situation. In response to the aforementioned issues, the District Commission for Discipline Inspection and Supervision has established an investigation team to investigate the performance of relevant units and staff, and hold them accountable with a "zero tolerance" attitude in accordance with regulations and laws.
