According to the People's Daily client, on the morning of August 29th, the Intermediate People's Court of Hulunbuir City, Inner Mongolia Autonomous Region publicly announced the case of Jiang Guowen, former Party Secretary and Chairman of Harbin Municipal Association in Heilongjiang Province, accepting bribes. Jiang Guowen was sentenced to life imprisonment, deprived of political rights for life, and all personal property was confiscated for the crime of bribery; The confiscated, sealed, and frozen bribery proceeds and their fruits of Jiang Guowen shall be recovered and turned over to the national treasury.
After trial and investigation, it was found that from 2005 to 2019, the defendant Jiang Guowen took advantage of his positions as Deputy Secretary General of the People's Government of Heilongjiang Province, Standing Committee Member and Secretary of the Discipline Inspection Commission of Harbin City, Deputy Secretary and Secretary of the Discipline Inspection Commission of the Municipal Party Committee, Secretary of the Party Group and Chairman of the Municipal Political Consultative Conference, and provided assistance to relevant units and individuals in engineering contracting, project promotion, case execution, and job promotion, directly or through his relatives, illegally accepting gifts from others, totaling more than RMB 103.9 million.

According to the public resume, Jiang Guowen was born in September 1957 in Keshan, Heilongjiang and has been working in Heilongjiang. In the early days, he worked as a educated youth in Henan Commune of Keshan County. In 1978, he entered Heilongjiang Machinery Manufacturing School to study.
After graduation, Jiang Guowen worked at Heilongjiang Light Industry Import and Export Company. In 1989, he was transferred to the Heilongjiang Provincial Department of Economy and Trade and held positions such as the head of the Political Engineering Department and the director of the Personnel Department. In 1996, he was appointed as the Deputy Director of the Department of Foreign Trade and Economic Cooperation of Heilongjiang Province, holding this position for 7 years.
In June 2003, Jiang Guowen was appointed as the Deputy Secretary General of the Heilongjiang Provincial Government and was officially promoted to the level of department head six months later.
In 2006, Jiang Guowen was appointed as a member of the Standing Committee of the Harbin Municipal Party Committee and Secretary of the Discipline Inspection Commission. Afterwards, Jiang Guowen served as the Secretary of the Harbin Municipal Discipline Inspection Commission for 10 years. During this period, he was appointed as the Deputy Secretary of the Harbin Municipal Party Committee in 2012 and continued to serve as the Secretary of the Municipal Commission for Discipline Inspection.
In 2016, Jiang Guowen was appointed as the Chairman and Party Secretary of the Harbin Municipal Committee of the Chinese People's Political Consultative Conference.

On September 24, 2019, Jiang Guowen was dismissed from his position as Chairman of the Harbin Municipal Committee of the Chinese People's Political Consultative Conference. On March 27, 2020, Jiang Guowen was "double handed", with a notice accusing him of engaging in two faced activities and being a two faced person; In the process of supervising and enforcing discipline, dereliction of duty, violation of discipline and law enforcement; Serious damage to the image of disciplinary inspection and supervision organs and cadres, and serious damage to the political ecology of the region where they work. On May 29 of the same year, the case was reviewed and prosecuted by the People's Procuratorate of Hulunbuir City, Inner Mongolia Autonomous Region.
Shangguanhui noticed that Jiang Guowen was once regarded as a negative example and was reported to the whole country by the Central Commission for Discipline Inspection. In 2020, the Central Commission for Discipline Inspection issued a special notice on the serious violations of discipline and law by Jiang Guowen and its lessons and warnings. Many parts of the country carried out warning education on this issue, pointing out that Jiang Guowen had "no faith, political speculation", "face to face is a person, back is a ghost", "disciplinary violations, abuse of power and other problems.".
Jiang Guowen was the "first tiger" of Heilongjiang after the 19th National Congress. Afterwards, on the evening of January 26, 2022, Song Xibin, Deputy Director of the Standing Committee of the People's Congress of Heilongjiang Province, announced that he had been investigated. During Song Xibin's tenure as the mayor of Harbin, Jiang Guowen successively served as the deputy secretary of the Harbin Municipal Party Committee and the secretary of the Discipline Inspection Commission, as well as the chairman and party secretary of the Harbin Municipal Political Consultative Conference. The two worked together for at least 6 years.
On June 14th this year, another "tiger" from the Heilongjiang Political Consultative Conference was investigated. The website of the Central Commission for Discipline Inspection and the National Supervisory Commission has announced that Qu Min, Vice Chairman of the Heilongjiang Provincial Political Consultative Conference, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission. Qu Min was the first provincial and ministerial level cadre to fall from grace in Heilongjiang Province after the 20th National Congress of the Communist Party of China.
