Everything starts with an inconspicuous clue six months ago.

In August 2022, the Guangzhou police received a clue that a man surnamed Xie was planning to purchase a ship to South America, suspected of committing a large-scale drug smuggling crime. Although the clue is unknown, the anti drug department conducted a detailed analysis of the clue with an attitude of not letting go of any doubts. After screening the man and his surrounding relatives, it was found that he had close connections with Hong Kong drug lords and had secretive activities, suspected of organizing large-scale drug trafficking activities. Organizing large quantities of drugs from overseas, operating layer by layer, and then selling them overseas to make huge profits is a typical "two headed" professional criminal gang. This situation has been reported to the Ministry of Public Security by the Guangdong Provincial Public Security Department, and has been identified as a target case by the Ministry of Public Security, which will be investigated by the Guangzhou police.

Under the overall command of the Anti Drug Bureau of the Ministry of Public Security and the Anti Drug Bureau of the Guangdong Provincial Public Security Department, the Guangzhou police, in conjunction with the South China Sea Branch of the China Coast Guard, the Anti Smuggling Department of the Customs, the Drug Investigation Department of the Hong Kong Police Force, and other law enforcement departments, will carry out special operations with the police in Zhuhai, Shanwei, Zhongshan, Jiangmen, Yangjiang, Zhaoqing, Shenzhen, as well as Fujian, Zhejiang, Guangxi and other places in the province.

The task force overcame various difficulties and closely focused on the three core areas of drug smuggling: crew, ships, and behind the scenes bosses, tightly grasping key targets to carry out surveillance and control. During the investigation period of up to half a year, the special case team shuttled non-stop in the coastal areas and major cities. In order to find the target ship without alerting the suspect, the police stayed around the clock and did covert investigation, which was difficult to count. "In that half year, suspect moved everywhere, and we also investigated outside for a long time." A policeman recalled.

Never forget, there will always be an echo. With the progress of each working group, the hierarchical relationship, operational mode, and funding channels of the drug smuggling gang have been thoroughly investigated one by one.

After meticulous investigation, the task force has learned that the gang is preparing to hire crew members in mainland China and then drive fishing boats with overseas crew members to the high seas of the South American Pacific Ocean to receive about 1000 kilograms of drugs and cocaine. They will return along the original route and plan to sell them overseas. There are numerous members of the gang with clear division of labor, and dozens of gang members have entered the sight of the task force. Their activity areas involve multiple countries and regions overseas, as well as 13 cities and provinces in Guangdong, Fujian, Zhejiang, and Guangxi. The mastermind behind the scenes has a Hong Kong triad background, has long been involved in drugs, and is hiding overseas for remote control command. The internal operation of the gang is tight, with dedicated personnel responsible for drug supply organization, fund operation, transportation vehicles, and crew recruitment. They operate independently and independently, and possess firearms. This gang is a large-scale maritime drug smuggling gang in Guangdong Province that has actively excavated, deeply operated, had the longest front line, the largest number of drugs involved, and the most complete hierarchical structure in recent years. It has a typical characteristic of "gun and drug sharing the same origin, with two ends outside".

Drug crimes are typical cross regional crimes that require joint and synthetic warfare. To ensure the smooth closure of the case, the Ministry of Public Security and the Anti Drug Bureau of the Guangdong Provincial Public Security Department coordinated with maritime police, anti smuggling, fishery administration, and domestic and foreign law enforcement agencies to establish a headquarters and forward command center in Guangzhou, with Wang Zhizhong, Deputy Governor of Guangdong Province and Director of the Provincial Public Security Department, serving as the overall commander. Lan Weihong, Deputy Director of the Anti Drug Bureau of the Ministry of Public Security, Lin Weixiong, Deputy Director of the Guangdong Provincial Public Security Department, and Zhang Rui, Deputy Mayor and Director of the Guangzhou Municipal Public Security Bureau, as well as leaders from the Nanhai Branch of the China Maritime Police Bureau and the Huangpu Customs Anti Smuggling Bureau, also dispatched personnel from the Drug Investigation Department of the Hong Kong Police Force to the headquarters to coordinate the arrest operations of the Hong Kong police.

The atmosphere of the 2023 Spring Festival celebration has not yet dissipated. Nearly 300 participating police officers in Guangzhou have formed dozens of action teams, led by core members of the task force, to go to various provinces and cities. Through information application support, they have carried out strict investigation and control on dozens of target objects distributed in the sea and 19 cities both domestically and internationally. The maritime working group, composed of the Ministry of Public Security, the Anti Drug Bureau of Guangdong Provincial Public Security Department, and the anti drug departments at the Guangzhou and district levels, also set off to board the combat formation of the South China Sea Branch of the China Coast Guard to carry out maritime arrest missions.

At 4:00 a.m. on February 2, the target ship sailed into the territorial waters of China in the the Dongsha Islands, and the headquarters issued an order to close the network. The action was progressing rapidly!

At dawn, counting the results of the battle is exciting. All 49 suspect at home and abroad were arrested, and about 1000 kg of cocaine, 1 imitation shotgun, 12 bullets and 2 drug carrying vessels were seized.

Two days later at the port and wharf, the maritime arrest team overcame many difficulties such as serious damage to drug carrying vessels, huge waves on the sea, and dangerous night navigation. After two days and two nights of long-distance navigation, the damaged drug carrying vessels and suspect were safely escorted to shore. The command center held a simple and grand welcoming ceremony for the return of the building.

The initial battle was won, but the project progress did not stop. In the early investigation, the command center learned that the gang had also organized another drug transport ship, but due to various reasons, this ship and seven suspects involved have been detained by the Philippine police.
