In recent days, due to the residual circulation of Typhoon "Dussuri", Heilongjiang Province has been hit by heavy rainfall, and many cities such as Wuchang City and Shangzhi City in Harbin have experienced disasters. Fire rescue teams, armed police officers and soldiers, local governments, and social forces have joined forces to rescue and provide relief, transfer trapped people, and make every effort to ensure the safety of people's lives and property.
At 12:19 on August 4th, a flash flood occurred in the National Forest Park of Jinlongshan Town, Acheng District, Harbin. The Jindilu Fire Rescue Station of the Acheng District Fire Rescue Brigade received a report from the public. The station immediately dispatched 5 fire trucks and 2 boats, and 26 fire rescue personnel carrying more than 100 rescue equipment rushed to the affected area. After on-site reconnaissance and questioning of relevant personnel in Jinlongshan Town, it was found that there were 87 trapped people in two buildings in the affected area, including 20 disabled athletes, 47 young athletes, 5 coaches, and 15 elderly people. The roads around the buildings have been washed away by flash floods, with fast water flow mixed with trees, stones, and other debris. In addition, the harsh weather has made rescue efforts extremely difficult.
The on-site command center of the brigade immediately analyzed and judged with the on-site commander of Jindilu Station, and decided that the on-site commander of Jindilu Station would lead the station level water rescue team to use rope crossing to rescue young and healthy trapped people to a safe area. For disabled athletes and elderly people, they would be rescued to a safe area by carrying them on their backs. After 2 hours and 20 minutes of hard work, 87 trapped people were successfully rescued and evacuated at 15:30, with no injuries.
On the morning of August 3rd, in the severely affected city of Shangzhi, a flood about 1.5 meters high surged into Wanshan Village in Yishanpo Town, causing power damage and communication interruption. More than 20 villagers waded waist deep into the accumulated water to seek rescue at Wanshan Railway Station.
Wanshan Station is relatively close to the village and has a higher terrain. The station staff have made preparations for flood control in advance, such as material reserves and drainage facilities. The station facilities are in good condition and the operation order is normal.
"Let's take shelter from the rain first, and we'll find a way to send everyone out of the mountain." Lu Xiaoliang, the head of Wanshan Station, comforted the villagers while reporting to the higher authorities. Harbin Bureau Group Company organized departments such as vehicle and engineering to have a detailed understanding of the water damage and line conditions along the line, and formulated a plan to transfer villagers. In response to the actual situation of complete road interruption and a large number of relatives of villagers in Weihe Town, it is planned to transport villagers to the nearby Weihe Station with relatively low rainfall by operating heavy rail cars. Two hours later, safely transport the villagers onto the vehicle.

At 22:00 on August 3rd, the water level of the Shangzhi section of the Ant River in Heilongjiang Province exceeded the warning line by 2.24 meters. Some river embankments were severely flooded, and urban roads were covered with water. Multiple power, communication, and water supply facilities were damaged, and many areas experienced waterlogging. The Jiufu Licheng community, located less than 100 meters from the west bank of the Ant River, is in critical condition, posing a serious threat to the lives and property safety of over 600 households.
At 0:20 on August 4th, more than 200 officers and soldiers from the Harbin Detachment of the People's Armed Police Heilongjiang Corps rushed to provide emergency support. They worked tirelessly for 9 hours overnight, building more than 28000 sandbags around the Ant River and a 1.3-meter-high barrier wall of over 600 extended meters, ensuring the safety of the lives and property of the local people. "Hard work, seeing you here makes us feel at ease." Early in the morning, when we saw the sand wall built by the armed police officers and soldiers, the residents of Jiufu Licheng Community thanked each other.
It is understood that after the disaster occurred, Wuchang City organized rescue teams such as armed forces, firefighting, and blue sky rescue to quickly deploy and carry out work such as transferring people, patrolling embankments, inspecting dangerous buildings, and transferring materials. In addition, the flood control headquarters promptly provided emergency relief supplies such as tents, folding beds, woven bags, geotextiles, and daily necessities such as bread, water, and instant noodles to each township. At the same time, more than 1200 rooms in 23 hotels and more than 10000 beds in 27 schools will be prepared for backup, and sufficient living and medical supplies will be coordinated and stored to facilitate the relocation and resettlement of disaster affected individuals in emergency situations.
As of August 4th, nearly 20000 people affected by the disaster have been relocated in Wuchang City, and the supply of daily necessities is normal. The damage to houses, roads, bridges, and crops is currently being counted.
