On June 4th, Chen Miner, Secretary of the Tianjin Municipal Party Committee, and Zhang Gong, Deputy Secretary of the Municipal Party Committee and Mayor, visited the local ground subsidence site in Balitai Town, Jinnan District again to inspect the progress of the disposal and held a meeting at the command center to further study and deploy the response and disposal work.
Chen Miner emphasized that we must adhere to the principle of putting the people first, safety first, leading the way in command, and scientific disposal, carry forward the spirit of continuous combat, overcome difficulties, seize every day, and continue to do our best to investigate the causes, carry out emergency engineering construction, identify safety hazards, and ensure the safety of people's lives and property.
On the evening of May 31st, after a local ground subsidence occurred in Balitai Town, Jinnan District, Tianjin City, the Municipal Party Committee and Government attached great importance to it and responded to the disposal as soon as possible. In recent days, the main responsible comrades personally dispatched and commanded, and quickly established a command center for the disposal of road ground subsidence. They organized emergency management, housing and construction, planning resources, urban management and other departments to carry out on-site work, and immediately transferred and resettled relevant people, doing well in engineering construction operations, geological monitoring, and safety hazard investigation. The Ministry of Natural Resources, the Ministry of Emergency Management and other relevant national departments have arranged experts to rush to the site to guide the disposal. At present, the affected population has been fully utilized and properly resettled, and the trend of ground subsidence has slowed down. Early emergency measures have shown initial effectiveness, and subsequent work is being carried out in an orderly and tense manner.
At the construction site, Chen Miner and Zhang carefully understood the ground settlement, building inclination, construction progress, and safety of underground pipeline facilities, and observed the operation and progress of drilling technology equipment on site. Chen Miner expressed condolences to the on-site construction personnel and reminded relevant parties to do a good job in construction support. On June 1st at 13:00, the People's Government of Jinnan District, Tianjin City issued a situation report, stating that part of the road surface on Balitai East Road in Balitai Town had raised and cracked, and the partial lawn surface of the Fengjin Courtyard in Country Garden had settled. Some underground parking lots had cracks and water seepage on the walls. In response to this situation, the reporter went deep into the scene and conducted interviews on issues such as monitoring and rescue, and resettlement of the masses.
On the evening of June 1st, the reporter learned at the scene that the main buildings affected were Buildings 37, 38, and 39 of the Fengjin Courtyard Community in Country Garden. Other buildings were relatively stable, with cracks and settlement on the surrounding ground.
After the situation occurred, the two levels of the city quickly took action, established a special team, organized more than 20 departments including emergency response, housing and construction, planning resources, and urban management to work on the front line, and mobilized more than 200 key personnel from the local area to do a good job in on-site disposal and strictly prevent secondary disasters from occurring. In order to maximize the safety of people's lives and property, more than 2900 residents in the involved buildings and surrounding areas were orderly transferred.
The disposal work adheres to monitoring and emergency rescue at the same time. A group of experts from well-known units such as Tianjin University, China Railway Design, PetroChina, and Tiankan Institute are formed to designate safety control areas on site, set up 44 inclined monitoring points and 38 vertical deformation monitoring points, report specific situations every two hours, refine emergency rescue construction plans, and take effective measures to avoid further ground settlement.
The person in charge of relevant departments in Jinnan District introduced that the affected population has been fully transferred and properly resettled. Ms. Wang, who has already checked into the hotel, told the reporter that her family of three is currently living in a standard room. The room is clean and tidy, and the food is well matched.
