Secretary of the Discipline Inspection Commission's Analysis of the Corruption Case of Township Health Directors: Director's Excessive Discretionary Power | Issue | Corruption Case
Recently, Li Yuanyuan, member of the Standing Committee of the Fengdu County Party Committee, Secretary of the County Discipline Inspection Commission, and Director of the County Supervision Commission in Chongqing, introduced the details of the investigation of local township health directors in the latest issue of China Discipline Inspection and Supervision magazine.
Li Yuanyuan introduced that since the beginning of this year, we have adhered to a problem oriented approach, sorted out information such as petitions, daily supervision, and inspection supervision, and found that there are more issues reflecting corruption and work style in the medical and health field. Through peripheral investigation and big data comparison, we quickly identified several major drug, consumables, and reagent distributors in the county, and lawfully detained two suspected bribery distributors. During the process of handling the case, we carefully investigated who we had given gifts to and invited to eat, drink, and have fun with, and dug out corruption issues such as some public officials relying on medical treatment. According to the law, we detained two township health directors, including Zhu.
The investigation found that Zhu's disciplinary and illegal issues have typical characteristics of wind and corruption. He not only violates the spirit of the eight point regulations of the central government, illegally accepts gifts and gifts, accepts banquets, entertainment and other activities that may affect the fair execution of official duties, but also uses his position to seek profits for others in the sales of drugs, consumables, and reagents, and illegally accepts large amounts of property.
The article states that Zhu and other township health directors, as a "key minority" and a key target of illegal dealers, have gradually fallen into the abyss of corruption, starting from daily eating, drinking, and entertainment, to receiving red envelopes and gifts during festivals, and then illegally accepting property based on sales profits. Zhu's disciplinary and illegal behavior has lasted for 5 years, and another dean's disciplinary and illegal behavior has lasted for 10 years, exposing the absence of the superior supervisory department in fulfilling its main responsibility. In addition, the lack of sound institutional mechanisms, virtual institutions, and insufficient checks and balances of power have also contributed to the transformation from wind to corruption. For example, the existing imperfect procurement system for drugs and other items has led to excessive discretion of township health directors, objectively providing conditions for rent-seeking and abuse of power for personal gain.
Industrial and systemic corruption and work style issues in the healthcare sector are characterized by multiple points, long lines, and wide coverage. Li Yuanyuan introduced that after the case was resolved, we urged the County Health Commission to hold a warning education conference for the family members of cadres in the medical and health field throughout the county. We watched Zhu's confession video and analyzed his trajectory from "hooking up with dealers" to power and money transactions. Under high-pressure deterrence and policy appeal, 3 people voluntarily surrendered, 26 people voluntarily explained the problem to the organization, and paid over 970000 yuan in disciplinary fees such as red envelopes and gifts. In response to issues such as inadequate performance of main responsibilities, we have reminded and interviewed the main person in charge of the county health commission, promoted the development of the "Work Plan for the Supervision of the Work Style of Township Health Hospital Directors", conducted regular heart to heart talks and home visits to cadres, deeply understood the ideological, work, and work style of cadres, and timely addressed potential and biased issues to prevent cadres from slipping further on the wrong path.
In addition, in response to the problem of imperfect procurement systems for drugs and other products, the Fengdu County Commission for Discipline Inspection and Supervision has promoted the competent departments to formulate and revise 11 systems, including the "Fengdu County Medical and Health Institution Medical Equipment Procurement Management Standards" and the "Nine Guidelines for Clean and Honest Employment of Medical Institution Staff", to further strengthen the line of discipline and style defense.
Pengpai News noticed that in May this year, Huo Qiuming, Secretary of the Party Branch and Dean of the Baoluan Center Health Center in Fengdu County, announced that he had been investigated. According to a follow-up report on the website of the Central Commission for Discipline Inspection and the National Supervisory Commission, this news has caused quite a stir in the local medical and health field once it was released.
Li Run, Director of the Seventh Review and Investigation Office of the Discipline Inspection Commission and Supervision Commission of Fengdu County, introduced at that time that from typical cases in the medical and health field investigated and dealt with, there were both disciplinary and illegal issues concentrated in the procurement and sales of pharmaceuticals, engineering project contracting, and other links, as well as issues with the style of soliciting or accepting "red envelopes" and gifts from patients and their families. The county's discipline inspection and supervision commission has established a sound mechanism for investigating corruption and work style, adhering to a problem oriented approach and targeting the rectification of corruption and work style issues in the medical and health field. Since February this year, including Huo Qiuming, 2 hospital directors in Fengdu County have been under review and investigation, 3 health system cadres have been investigated, and 15 party members and cadres in the medical and health field have voluntarily explained issues to the organization.
On June 29th, the Discipline Inspection Commission and Supervision Commission of Fengdu County issued another notice stating that Zhu Zhaomin, former director of Dongjia Center Health Center in Fengdu County, had been "double opened". The notice pointed out that as a member of the Communist Party of China and the director of grassroots health clinics, Zhu Zhaomin seriously violated political discipline, formed an offensive and defensive alliance, and opposed organizational review; Violating the spirit of the eight point regulations of the central government, illegally accepting gifts and gifts, accepting banquets, entertainment and other activities that may affect the fair execution of official duties; Violating national laws and regulations, taking advantage of one's position to seek profits for others in the sales of drugs, consumables, and reagents, and illegally accepting large amounts of property.
